【摘要】：随着我国市场化的纵深发展,以市场自由竞争调节为手段的单纯市场化模式和以政府行政调节的为主的计划方式均已证明不能满足我国经济社会发展的需要,政府如何通过有效地方式参与市场经济的发展,而与此同时又不破坏市场自由竞争的环境,便成为了一项重要的课题。地方性政府平台公司便是在这一背景下产生的,但是目前关于地方性平台公司的研究并不多见。本文所介绍的置业公司是成都市的地方性平台公司,其主要经营业务为土地及房地产。因地方性平台公司发展的时间有限,且没有可供其发展借鉴的先例,因而平台公司的发展需要在不断摸索中前进。目前置业公司这类的地方性平台公司主要存在经营范围不明晰,发展战略不明或不准确,公司经营环境复杂等问题。在本文中笔者则主要具体分析介绍置业公司的现有经营状况、公司的组织机构框架、相应的经营战略方针和经营的内外环境,同时简要介绍地方性平台公司的产生背景。在对置业公司的经营环境做了大致的介绍之后,针对置业公司所涉的主要业务即土地一级市场的相关方面也有所论述。在本文的重点分布上,笔者对置业公司的发展经营环境及战略运作做了重点的分析。通过对内外部环境的分析,得到置业公司环境综合评价良好的结论；对战略资源的整合情况分析后,最终笔者落脚于置业公司的发展战略上,以置业公司实际经营操作的项目为例,加以图表、数据的分析,分析说明了置业公司的战略定位以及对战略的实际运行和执行保证三方面,从微观层面具体解析了地方性平台公司的运作发展,具体阐释了笔者对置业公司发展战略的构想,力图对构建地方性平台公司的发展战略方面有所裨益。
[Abstract]:With the deep development of our country's marketization, the purely market-oriented mode of market free competition regulation and the plan mode of government administrative regulation have all proved that they can not meet the needs of our country's economic and social development.How to participate in the development of market economy effectively without destroying the environment of free market competition has become an important subject.The local government platform company is produced under this background, but the research about the local platform company is rare at present.This article introduces the home company is the Chengdu local platform company, its main business is the land and the real estate.Because the development time of local platform company is limited and there is no precedent for its development, the development of local platform company needs to continue to grope forward.At present, the local platform companies such as home ownership companies have some problems, such as unclear business scope, unclear or inaccurate development strategy, complex operating environment and so on.In this paper, the author mainly analyzes and introduces the existing management situation, the organizational framework, the corresponding management strategy and the internal and external environment of the real estate company. At the same time, it briefly introduces the background of the emergence of the local platform company.After a brief introduction to the operating environment of the home ownership company, the related aspects of the main business of the home purchase company, that is, the land primary market, are also discussed.In this paper, the author focuses on the development of the business environment and strategic operation.Through the analysis of the internal and external environment, the conclusion that the comprehensive evaluation of the environment of the property company is good, after the analysis of the integration of the strategic resources, the author finally settled on the development strategy of the property company.Taking the project of the real estate company as an example, the paper gives a chart and analysis of the data, and explains the strategic orientation of the company and the guarantee of the actual operation and execution of the strategy.This paper analyzes the operation and development of the local platform company from the micro level, explains the author's conception of the development strategy of the property company, and tries to be beneficial to the construction of the development strategy of the local platform company.
