基于城市增长机器理论的广州市保障房建设模式研究

【摘要】:西方学者提出的城市增长机器理论是在全球化激烈竞争的环境中,城市政府与那些促进经济快速增长的资本力量结合的一种城市增长联盟,它以牺牲弱势群体的利益为代价而追求城市经济的发展。在我国社会经济的转型期中广泛的存在,并突出的表现在房地产中。商品房建设模式促使我国城市短期内获得经济的快速增长,并使得城市的面貌发生了巨大的变化,同时也带来了广泛而严峻的经济、社会负效应。高房价、住房不公平与保障房供给不足,让住房问题成为社会关注的焦点。保障房建设模式弥补了城市增长机器的缺陷,重视了弱势群体,完善了市场经济,刺激经济的可持续发展。通过政策扶持,政府、社会的参与,,保障了民生,转变了原有的经济发展方式,从而形成了一种新的城市增长机器。 本文通过评述国内外的城市增长机器理论,研究了城市增长机器的在我国的转变,并聚焦广州市保障房的建设。在国外发达国家及地区的保障房建设模式研究和近年来我国保障房建设研究的基础上,从政府、企业与公众三个层面,研究了在城市增长机器的转变中,广州市保障房的建设。通过深度访谈、现场调研等方法研究了基于城市增长机器理论的广州市保障房建设的典型模式,从企业独立建设模式、政企合作建设模式与政府主导建设模式进行了案例研究。最后,在理论分析与实证研究的基础上,对广州市保障房建设存在的问题进行了讨论,并提出若干建议对策。
[Abstract]:The theory of urban growth machine put forward by western scholars is a kind of urban growth alliance which combines urban government with the capital forces that promote rapid economic growth in the fierce competition of globalization.It pursues the development of urban economy at the expense of the benefit of the disadvantaged group.In China's social and economic transition period, the widespread existence, and outstanding performance in the real estate.The construction mode of commercial housing promotes the rapid economic growth of Chinese cities in a short period of time, and makes the appearance of cities undergo great changes. At the same time, it also brings about extensive and severe economic and social negative effects.High house price, housing unfair and indemnificatory apartment supply insufficient, let the housing problem become the focus of social attention.Indemnificatory apartment's construction model has made up for the defects of the urban growth machine, paid attention to the vulnerable groups, perfected the market economy, and stimulated the sustainable development of the economy.Through the policy support, the government, the social participation, has guaranteed the people's livelihood, changed the original economic development pattern, thus formed a kind of new urban growth machine.This paper reviews the theories of urban growth machines at home and abroad, studies the transformation of urban growth machines in China, and focuses on the construction of indemnificatory apartment in Guangzhou.On the basis of the study of indemnificatory apartment construction mode in developed countries and regions abroad and the research on the construction of indemnificatory apartment in China in recent years, this paper studies the construction of indemnificatory apartment in Guangzhou in the transformation of urban growth machine from three aspects: government, enterprise and public.Through in-depth interview, field investigation and other methods, this paper studies the typical construction model of indemnificatory apartment in Guangzhou based on the theory of urban growth machine, and makes a case study from the mode of independent construction of enterprises, the mode of cooperation between government and enterprise and the mode of government-led construction.Finally, on the basis of theoretical analysis and empirical research, this paper discusses the problems existing in the construction of indemnificatory apartment in Guangzhou, and puts forward some suggestions.
