基于熵权优化模型的保障房配建结构研究

【摘要】:伴随着市场经济的飞速发展,我国的房地产行业不断呈现新迹象,住房价格经历一次又一次的上涨,中低收入家庭的基本住房需求越来越难以实现,提高住房保障规模逐渐成为全社会的焦点。在住房保障的发展历程中,我国已经建立了廉租房、公共租赁住房、经济适用住房、限价房、棚改房的综合保障体系。但是近年来,全国许多地区先后对如何实现最大住房保障效果进行了新的探索,如停建经济适用住房、加速建公共租赁住房以及“三房合一”等措施已运行于部分地区的住房保障中。然而,这些举措可以归结成二方面,即保障体系中各种类型的保障性住房是否都需要建设?若要建设则以何比例配建?因此,,本文尝试从这二方面着手,站在政府的视角,研究保障房的配建结构问题,试图通过合理科学的确定保障房的配建结构,提高整体住房保障的效果。 纵观国内外研究成果,通过住房外部影响论、居住隔离论、可持续发展论的融合,深度剖析我国的住房保障问题,分析各保障性住房的特征、供需情况,全面权衡中低收入家庭对各保障性住房的需求“缓、急、轻、重”程度。为了满足中低收入家庭对各保障房的需求程度,笔者从“成本—效用”二维角度考虑政府保障性住房的配建规划,设想通过建立“成本—效用”指标体系,作为政府决策保障性住房配建结构的理论依据。 本文深入了解影响我国保障房配建的主客观因素,将政府确定保障房配建结构归结成一个决策问题,对比分析各决策方法优缺点,选用熵权法为基础,并建立熵权系数优化模型研究保障房的配建结构。通过熵权计算法计算出“成本—效用”指标体系中的各指标熵权系数,用熵权系数作为优化模型目标函数系数,再将影响政府保障房配建的强制因素反映于模型约束条件中,此模型全面覆盖影响保障房配建结构的强制性和柔性因素,为政府制定科学高效的保障房配建方案提供实践参考。 通过熵权优化模型对哈尔滨市保障房的配建结构研究发现,在“成本—效用”指标体系中,需求紧迫度对保障房的配建结构影响最大,政府需充分重视需求紧迫度;模型优化后的保障房配建结构不仅是从配建比例上调整了原配建结构,而且从配建体制上也有新的创新。因此,政府可以从配建比例和配建体制上优化保障房配建结构,实现住房保障的可持续演变,更快的提高住房保障效果。
[Abstract]:With the rapid development of the market economy, the real estate industry in our country has been showing new signs, housing prices have been rising again and again, the basic housing needs of low- and middle-income families are becoming more and more difficult to achieve.Improving the scale of housing security has gradually become the focus of the whole society.In the course of the development of housing security, China has established a comprehensive security system of low-rent housing, public rental housing, affordable housing, price limit housing, and greenhouse housing.However, in recent years, many regions throughout the country have made new explorations on how to achieve the maximum housing security effect, such as stopping the construction of affordable housing.Measures such as accelerating the construction of public rental housing and "three houses in one" have been used in housing security in some areas.However, these initiatives can be summed up in two aspects, that is, the security system in the various types of affordable housing needs to be built?What is the proportion of construction to be built?Therefore, this article tries to start from these two aspects, stands in the government's angle of view, studies indemnificatory apartment's construction structure question, attempts through the reasonable scientific determination indemnificatory apartment's matching structure, enhances the overall housing security effect.Through the integration of housing external influence theory, housing isolation theory and sustainable development theory, this paper makes a deep analysis of the housing security problems in our country, and analyzes the characteristics, supply and demand situation of all kinds of affordable housing, through the integration of housing external impact theory, housing isolation theory and sustainable development theory.Weigh all-round low-and-middle-income families on the demand for affordable housing "slow, urgent, light, heavy" degree.In order to meet the demand of indemnificatory apartment for middle and low income families, the author considers the construction planning of the government's affordable housing from the perspective of "cost-utility", and proposes to establish the "cost-utility" index system.As the theoretical basis of the construction structure of the indemnificatory housing.In this paper, we deeply understand the subjective and objective factors that affect the construction of indemnificatory apartment in our country, and make the decision on the construction structure of indemnificatory apartment by the government as a decision-making problem, and compare and analyze the advantages and disadvantages of each decision-making method, and choose entropy weight method as the basis.And set up the optimization model of entropy weight coefficient to study indemnificatory apartment's construction structure.The entropy coefficient of each index in the index system of "cost and utility" is calculated by the method of entropy weight calculation. The entropy weight coefficient is used as the objective function coefficient of the optimization model, and then the compulsory factors affecting the construction of government indemnificatory apartment are reflected in the constraint conditions of the model.This model comprehensively covers the mandatory and flexible factors that affect indemnificatory apartment's construction structure, and provides practical reference for the government to formulate scientific and efficient schemes for the allocation of indemnificatory apartment.Based on the entropy weight optimization model, it is found that in the "cost-utility" index system, the urgency of demand has the greatest impact on the construction structure of indemnificatory apartment, and the government should pay full attention to the urgency of demand.The model optimized indemnificatory apartment construction structure not only adjusts the original matching structure from the proportion of allocation, but also has a new innovation from the construction system.Therefore, the government can optimize the construction structure of indemnificatory apartment from the proportion and system of allocation, realize the sustainable evolution of housing security, and improve the effect of housing security more quickly.
