山西省大学城对太原都市圈发展的作用研究

【摘要】：全国重视发展科学教育事业的同时，大学城的成立成为教育创新的主要途径，有利于在大学城内的各高校合理配置教育资源，发挥大学城中优秀人才的智慧作用，提高全国公民素质，提升城市的综合竞争力，具有深远的战略意义。十二五规划中山西省政府结合当前国家中部崛起战略和山西省经济的转型跨越发展的有利契机，大学城作为太原都市圈的技术研发中心和人才储备中心，充分发挥大学城的经济集聚效应，带动太原都市圈的经济社会综合发展，把大学城建设成为太原都市圈高新技术的孵化中心，努力实现大学城与太原都市圈的良性互动发展，实现太原都市圈在国家中部地区崛起中"北引擎"的价值和太原都市圈对全省经济社会发展的辐射带动作用，促进我省转型跨越发展具有重要意义。本文以集聚理论作为理论支撑，，借鉴国内外大学城与都市圈产业发展良性互动的成功案例，剖析和汲取其在产业结构、人才政策、政府支持和培育园区的高新技术企业集群等相关方面的特点，构造大学城的内在推动功能和外部辐射功能。内在推动功能表现为：1.发挥大学城内部的“产学研”作用。2.为高新技术产业园区建设提供科研支持。3.促进太原都市圈正外部投资环境的建立。4.重塑大学城周边社区文化和人文环境的新形象。外部辐射功能表现为：1.大学城能够对周边区域服务行业起到提升作用；2.大学城能够带动太原都市圈辐射区旅游业的发展；3.大学城能够推动太原都市圈房地产行业的繁荣；4.大学城能够催化周边地区的传统农业向现代农业模式的转变；5.大学城能够完善太原都市圈内基础设施建设；6.大学城能够提高太原都市圈核心区的城市化水平。最后，对发挥大学城内部、外部双向功能提出三点政策机制建议：1.构建高校与企业“产学研”合作机制、2.联合高新企业创办大学科技园、3.建立大学城各高校资源共享与团队合作的机制。
[Abstract]:While the country attaches importance to the development of science and education, the establishment of the university town has become the main way of educational innovation, which is conducive to the rational allocation of educational resources among the universities and colleges in the university town, and to the wise role of the outstanding talents in the university town. It is of profound strategic significance to improve the quality of citizens and enhance the comprehensive competitiveness of the city. In the 12th Five-Year Plan, the Zhongshan and Western Provincial Government, in combination with the current strategy for the rise of the central region of the country and the favorable opportunity for the economic transformation and leapfrogging development of Shanxi Province, the University City as the technology research and development center and talent reserve center in Taiyuan Metropolitan area, To give full play to the economic agglomeration effect of the university town, to promote the comprehensive economic and social development of Taiyuan metropolitan area, to build the university city into a high-tech incubating center of Taiyuan metropolitan area, and to strive to realize the benign interactive development between the university town and the Taiyuan metropolitan area, It is of great significance to realize the value of "North engine" in the rise of Taiyuan Metropolitan Circle in the central part of the country and the radiative driving effect of Taiyuan Metropolitan Circle to the economic and social development of the province, and to promote the transformation and leapfrogging development of our province. This article takes the agglomeration theory as the theoretical support, draws lessons from the successful cases of benign interaction between the university city and the metropolitan industrial development at home and abroad, analyzes and draws on its industrial structure and talent policy. The government supports and cultivates the characteristics of high-tech enterprise cluster in the park, and constructs the inner promotion function and external radiation function of the university town. The intrinsic propelling function is as follows: 1: 1. Give play to the role of "industry, education and research" within the university town. Provide scientific research support for the construction of hi-tech industrial park. To promote the establishment of positive external investment environment in Taiyuan metropolitan area. Reshape the new image of community culture and humanistic environment around the university town. The function of external radiation is as follows: 1: 1. The university city can promote the service industry in the surrounding area. The university town can promote the development of tourism in the radiant area of Taiyuan Metropolitan Circle. The university town can promote the real estate industry prosperity in Taiyuan metropolitan area. College towns can catalyze the transformation of traditional agriculture to modern agriculture in surrounding areas. The university city can perfect the Taiyuan metropolitan area infrastructure construction. The university town can improve the urbanization level of the core area of Taiyuan metropolitan area. Finally, to give play to the university town internal, external bidirectional function puts forward three policy mechanism proposal: 1. Constructing the cooperation mechanism between universities and enterprises in "production, learning and research". United high-tech enterprises to establish a university science and technology park. Set up the mechanism of resource sharing and team cooperation among colleges and universities in the university town.
