锦绣豪庭房地产开发项目成本控制研究

【摘要】:近年来,随着政府一系列加大招商引资力度、优化投资环境等优惠政策及措施的出台实施,Z市高新区的经济获得了迅猛发展。与此同时其落户居住人口急剧增加,而这些居住人口大都是一些高收入的群体,对居住条件的要求较高。为了迎合这些高收入群体对宽敞、舒适、服务功能多样化、日用科技现代化的高品质住宅的迫切需求,锦绣房地产开发有限公司提出了锦绣豪庭房地产开发项目,该项目旨在创造布局合理、功能齐备、交通便捷、环境优美的现代化示范小区,以进一步提升和改善城市面貌及居民的居住条件。 随着房地产行业竞争的日益加剧,加之在以往房地产开发项目的成本控制过程中还存在很多问题,迫切需要加强房地产开发项目的成本控制与管理。为此,本文将项目成本管理的相关理论与锦绣豪庭房地产开发项目实际密切结合,从以下几个方面对本项目进行了系统的成本控制研究: 第一,简要介绍了锦绣房地产开发有限公司及锦绣豪庭房地产开发项目的概况,并在实地调研分析的基础上,,揭示了锦绣房地产开发有限公司在以往房地产开发项目的施工前、施工建设以及施工后等环节成本控制中所存在的主要问题。 第二,对锦绣豪庭房地产开发项目的成本计划进行了定量研究,包括项目成本估算、项目成本预算等,以为本项目的成本控制提供数据支撑。 第三,针对如何改善锦绣房地产开发有限公司以往开发项目成本控制中所暴露的主要问题,本着切实控制项目成本、积累成功经验的原则,从项目投资决策阶段加强项目可行性研究、规划设计阶段引入招投标制度、招投标阶段严格流程及合同管理等方面设计了锦绣豪庭房地产开发项目施工前的成本控制流程;从建立全员目标责任成本体系,完善项目施工阶段在材料及设备使用、设计变更、工程进度款的支付、工程索赔的控制等成本控制流程,基于挣得值的成本纠偏以及构建动态成本监控机制等方面构建了项目施工建设阶段的成本控制流程;从完善及细化竣工结算流程、建立项目成本绩效考核及后评估体系等方面构建了项目施工后的成本控制流程;并提出了相应的成本控制措施,以切实加强锦绣豪庭房地产开发项目的成本管理,提升锦绣房地产开发有限公司的成本控制水平。 本文研究不仅能够为加强本项目的成本控制、提高项目经济效益水平提供科学指导和借鉴,而且也能够进一步提高锦绣房地产开发有限公司的项目成本管理水平,为该公司及行业内其他的企业积累成功经验。
[Abstract]:In recent years, with a series of government to increase the intensity of investment, optimize the investment environment and other preferential policies and measures to implement the implementation of high-tech zones in Z City economy has been rapid development. At the same time, the resident population increases rapidly, and most of these residents are high income groups, the requirements for living conditions are higher. In order to meet the urgent needs of these high-income groups for spacious, comfortable, diversified service functions and modern high-quality housing with daily science and technology, Fairview Real Estate Development Co., Ltd. has proposed a real estate development project for Jinxiu Haoting. The aim of the project is to create a modern demonstration area with reasonable layout, complete function, convenient transportation and beautiful environment, in order to further upgrade and improve the appearance of the city and the living conditions of the residents. With the increasing competition of the real estate industry and the existence of many problems in the process of cost control of the real estate development project in the past, it is urgent to strengthen the cost control and management of the real estate development project. Therefore, this paper closely combines the related theory of project cost management with the real estate development project of Jinxiu Houting, and makes a systematic research on cost control of this project from the following aspects: First, it introduces the general situation of Jinxiu Real Estate Development Co., Ltd and Jinxiu Haoting Real Estate Development Project, and on the basis of field investigation and analysis, it reveals that Jinxiu Real Estate Development Co., Ltd. was before the construction of previous real estate development projects. The main problems in construction and cost control after construction. Secondly, the paper makes a quantitative study on the cost plan of the real estate development project, including project cost estimation, project cost budget and so on, in order to provide data support for the cost control of the project. Third, in view of how to improve the main problems exposed in the past development project cost control of Jinxiu Real Estate Development Co., Ltd., based on the principle of effectively controlling project cost and accumulating successful experience, From the aspects of strengthening project feasibility study in project investment decision stage, introducing bidding system into planning and design stage, strict process and contract management in bidding stage, this paper designs the cost control flow before construction of real estate development project in Jinxiuhao court. From establishing the cost system of target responsibility of all personnel, perfecting the cost control flow of material and equipment, design change, payment of project progress payment, control of project claim, etc during the construction phase of the project, Based on the cost correction of earned value and the construction of dynamic cost monitoring mechanism, this paper constructs the cost control flow in the construction stage of the project. In order to strengthen the cost management of the real estate development project, the cost control process after the construction of the project is established in terms of establishing the project cost performance appraisal and post evaluation system, and the corresponding cost control measures are put forward to strengthen the cost management of the real estate development project. Improve the level of cost control of Jinxiu Real Estate Development Co., Ltd. The research in this paper can not only provide scientific guidance and reference for strengthening the cost control of the project and improving the economic benefit level of the project, but also further improve the project cost management level of Jinxiu Real Estate Development Co., Ltd. Accumulate successful experience for the company and other enterprises in the industry.
