广州“城中村”改造之谜:基于增长机器理论视角的案例分析

【摘要】:在广东省"三旧"改造的背景下,"城中村"改造再一次引发全社会关注。本研究旨在探讨"城中村"改造的利益分配关系。通过构建政治经济学的增长机器理论分析框架,将广州市"城中村"改造政策的演变与各时期对应的猎德村改造方案相结合进行剖析,以期探讨改造背后主体的利益格局、权力关系以及合作关系变动的原因。城市政府在"城中村"改造中的目标是政治利益最大化,其实现有赖于对包括经济利益和环境效益在内的多元激励和约束的均衡,为此城市政府通过土地开发管理权对改造容积率进行控制,居于支配地位;村民聚焦于巨大的既得土地利益,土地集体所有的产权属性赋予其强大的谈判能力;开发商所获利益是房地产开发的平均利润,因为掌握改造的资金,其角色不可或缺。在上述利益与权力关系下,满足村与开发商的土地利益必然使改造容积率过高,主体间的合作空间非常有限。"城中村"改造的出路在于依法依规界定村民合法的土地利益,并采取规划手段降低改造容积率。
[Abstract]:Under the background of the "three old" transformation in Guangdong Province, the "village in the city" has once again aroused the attention of the whole society. The purpose of this study is to explore the benefit distribution relationship of "village in city" reconstruction. Through constructing the growth machine theory analysis frame of political economy, this paper analyzes the evolution of the transformation policy of "village in the city" in Guangzhou and the corresponding reform scheme of the village of hunting Germany in each period, in order to probe into the benefit pattern of the main body behind the transformation. The reasons for the change of power relationship and cooperative relationship. The goal of the city government in the transformation of "village in the city" is to maximize the political interests, and its realization depends on the balance of the multiple incentives and constraints, including economic benefits and environmental benefits. For this reason, the urban government controls the reform volume rate through the land development management right, occupies the dominant position, the villagers focus on the huge vested land interest, the property right attribute of the land collective ownership endows it with the powerful negotiation ability; Developers benefit from the average profit of real estate development, because to master the transformation of funds, its role is indispensable. Under the above interest and power relationship, meeting the land interests of the village and the developer will inevitably make the reconstruction volume rate too high, and the space for cooperation between the main bodies is very limited. " The way out for the transformation of villages in cities lies in defining the lawful land interests of villagers according to the regulations and adopting planning measures to reduce the volume rate of reconstruction.
