合肥市房地产调控政策研究与建议

【摘要】:随着我国完成住房制度改革,房地产业迎来了新的发展机遇。人民收入水平不断提高的同时,住房需求也日益增加,房地产业逐步成为国民经济的主导支柱产业,推动了国民经济的快速增长。 房地产业快速发展的同时,也产生了房价快速飙升、投机购买盛行、房地产行业泡沫等种种问题。近些年来,,政府加大了对于房地产市场的控制,各种调控政策频繁出台,然而效果却不甚理想。往往在短期内效果明显,稍有放松则出现反复。 本文以合肥市为例进行相关分析,合肥市作为安徽省省会是经济、政治、文化的中心,近些年来随着人民收入水平的不断提高,房地产业取得了飞速的发展。然而2008年以后,由于美国次贷危机的影响,为保持经济增长政府采取了一系列经济刺激政策,宽松的货币政策导致大量的资金转向房地产市场,投资性购买出现,房价飞速攀升。2010年初新一轮宏观调控政策随之展开,各种调控手段层出不穷。 本文简要分析了合肥市房地产调控的现状,从土地、货币、财政和行政等方面定性分析了房地产调控政策的作用机制,利用数据定量分析了相关因素对房地产市场的影响,结合国外发达国家的房地产调控政策,提出相关改进建议。
[Abstract]:With the completion of housing system reform in China, the real estate industry ushered in new opportunities for development. With the improvement of people's income level, the demand for housing is increasing day by day. The real estate industry has gradually become the leading pillar industry of the national economy, which has promoted the rapid growth of the national economy. With the rapid development of real estate industry, there are many problems, such as house price soaring rapidly, speculative purchase prevailing, real estate industry bubble and so on. In recent years, the government has increased the control of the real estate market, a variety of regulatory policies issued frequently, but the effect is not very satisfactory. Often in the short-term effect is obvious, a little relaxation appears repeatedly. This article takes Hefei as an example to carry on the correlation analysis. As the provincial capital of Anhui Province, Hefei is the center of economy, politics and culture. In recent years, with the continuous improvement of people's income level, the real estate industry has made rapid development. However, since 2008, due to the impact of the subprime mortgage crisis in the United States, the government has adopted a series of economic stimulus policies to maintain economic growth. The loose monetary policy has led to a large amount of money being diverted to the real estate market, and investment purchases have emerged. A new round of macro-control policies was launched at the beginning of 2010, and various means of regulation and control emerged in endlessly. This paper briefly analyzes the current situation of real estate regulation and control in Hefei, analyzes the action mechanism of real estate regulation policy from the aspects of land, currency, finance and administration, and quantitatively analyzes the influence of relevant factors on the real estate market by using the data. Combined with the real estate control policies of foreign developed countries, put forward some suggestions for improvement.
