“十二五”规划以来我国房地产调控的政策分析——兼论未来房地产调控应妥善处理的四大关系

【摘要】:"十二五"规划以来,我国城镇化进程加速推进,房地产市场迅速发展,期间经历了多轮房地产调控。随着政府对房地产市场发展规律认识程度的不断提高,房地产调控政策不断演进,政策内容更全面,目标更清晰,任务更明确。本文通过对"十二五"规划以来我国房地产调控政策进行分析和对比,归纳出不同时期的政策特点,并在此基础上提出在未来的房地产调控中应注重妥善处理政府与市场、中央利益与地方利益、房地产行业发展与国民经济发展、住房市场商品化与住房保障四种关系。
[Abstract]:Since the 12th Five-Year Plan, the process of urbanization in China has been accelerated and the real estate market has developed rapidly, which has experienced many rounds of real estate regulation and control. With the improvement of the government's understanding of the law of the development of the real estate market, the policy of real estate regulation and control is evolving, with more comprehensive contents, clearer objectives and clearer tasks. Based on the analysis and comparison of China's real estate regulation and control policies since the 12th Five-Year Plan, this paper sums up the characteristics of the policies in different periods, and puts forward that the government and the market should be properly handled in the future real estate regulation and control. There are four relationships between central and local interests, real estate industry development and national economy development, housing market commercialization and housing security.
