长兴岛建设用地使用权出让价格评估研究

【摘要】:近年来,我国房地产经济快速发展,土地出让金收入持续增长,所占财政收入比例逐年增加。伴随而来的是建设用地使用权出让量快速增长。因此,如何评估建设用地使用权出让价格,合理保护国有资产显得尤为突出。 大连长兴岛临港工业区处于快速发展的关键时期,合理进行建设用地使用权出让价格评估即有助于财政收入的增加,又有利于区域长远规划发展。在进行建设用地使用权出让价格评估的过程中发现理论和实践方面均有不完善的地方,因此对建设用地使用权出让价格评估现状进行分析,提出改进建议,进而合理的确定建设用地使用权出让价格。 大连长兴岛临港工业区是国家级经济技术开发区、辽宁省综合改革试验区,在众多先导区中有具有较强的代表性,并且其发展历程较短,采用了一系列先进的运行机制和管理办法,研究其建设用地使用权出让价格评估管理的问题,具有较高的理论价值和实际意义,可为其他先导区的建设用地使用权出让价格评估管理工作提供参考依据。 本文在依据现行建设用地使用权出让价格评估方法和相关研究成果的基础上,结合了在大连长兴岛临港工业区的工作经历,总结了存在于建设用地使用权出让价格评估管理工作中的主要问题,对建设用地使用权出让价格评估相关内容进行了全面的分析和研究,参考了先进的理论基础和技术方法,并运用实例进行了论证,针对所发现的问题,从理论、制度和实际等多方面提出了改进建议,对提高建设用地使用权出让价格评估水平,进而合理确定建设用地使用权出让价格起到积极促进的作用。
[Abstract]:In recent years, with the rapid development of real estate economy in our country, the revenue of land sale has been increasing continuously, and the proportion of revenue has increased year by year. Accompanied by the construction land use right to transfer the volume of rapid growth. Therefore, how to evaluate the transfer price of construction land use right and protect state-owned assets is particularly prominent. Dalian Changxing Island Port Industrial Zone is in a critical period of rapid development. Reasonable evaluation of the transfer price of the right to use construction land is not only conducive to the increase of financial revenue, but also conducive to the long-term planning of the region. In the process of price evaluation of the transfer of construction land use right, it is found that there are some imperfections in theory and practice, so the present situation of price evaluation of construction land use right transfer is analyzed, and suggestions for improvement are put forward. And then reasonably determine the transfer price of the right to use construction land. Dalian Changxing Island Lingang Industrial Zone is a state-level economic and technological development zone, Liaoning Province comprehensive reform experimental area, in many pilot areas have a strong representative, and its development process is relatively short. A series of advanced operation mechanism and management methods are adopted to study the issue of price evaluation and management of the transfer of the right to use the construction land, which has high theoretical value and practical significance. It can provide reference basis for the price evaluation and management of the transfer of the right to use the construction land in other pilot areas. On the basis of the current price evaluation method and related research results, this paper combines the working experience in Dalian Changxing Island Port Industrial Zone. This paper summarizes the main problems existing in the price evaluation and management of the transfer of the right to the use of construction land, makes a comprehensive analysis and study on the relevant contents of the price evaluation of the transfer of the right to use the construction land, and refers to the advanced theoretical basis and technical methods. In the light of the problems found, some suggestions are put forward to improve the price of the right to use the construction land, such as theory, system and practice, in order to improve the price evaluation of the transfer of the right to use the construction land. Then reasonable determination of construction land use right transfer price play an active role in promoting.
