济宁市建设用地全程跟踪管理系统设计与实现

【摘要】:根据国家对土地开发和建设的要求标准,本文结合济宁市土地开发现状,结合当前土地供需矛盾,同时考虑到土地开发市场和房地产市场之间的息息相关的相互联系,对济宁市土地信息系统开发必要性进行分析,提出本文研究的目的,结合本系统开发的国内外研究现状,本文拟实现的主要目的,围绕系统的总体方案设计,从系统的需求出发,进行系统的概要设计和详细设计,并进行了系统实现测试。济宁市国土资源局开发的建设用地全程跟踪管理系统采用了面向对象为设计出发点,整个系统的设计围绕系统需求,进行设计和分析,以满足系统需求为设计的目的,最终完成了系统的设计和开发。本系统设计建立在J2EE架构设计基础上,使系统的设计具有较好的系统扩展性和适应性,Web采用Tomcat,数据库采用SQLSERVER2008,多层架构的MVC使得系统具有冗余性和易维护性。系统的总体设计结合济宁市国土资源局建设用地管理工作流程,对系统工作流程进行描述,用例和例图进行描述和分析,在此基础上进行系统总体和概要设计开发;系统的详细描述通过类图进行分析,结合时序图描述;系统的主要功能模块包括工地计划管理功能模块、土地来源管理功能模块、土地储备管理功能模块、工地公告管理功能模块、成交公示功能模块、项目监管功能模块、供应结果功能模块、二级市场管理功能模块、项目查询管理功能模块等。系统进行了运行测试,能够基本达到系统设计目标要求。济宁市建设用地全程跟踪管理系统的开发成功及投入使用,有效实现了对济宁市建设用地进行全程跟踪监管,针对用地不同阶段进行详细的统计和分析,实现了对批而未征、征而未供、供而未用、用而不足土地的全程跟踪监管,从而能够从宏观上把握全市建设用地的使用情况,也能够动态掌握每一个地块的利用和处置情况。为济宁市国土资源局对济宁市土地利用科学决策提供了依据。
[Abstract]:According to the national standards for land development and construction, this paper combines the present situation of land development in Jining, the current contradiction of land supply and demand, and considers the closely related relationship between the land development market and the real estate market. Based on the analysis of the necessity of the development of Jining land information system, the purpose of this paper is put forward, and the main purpose of this paper is to design the overall scheme of the system, combined with the domestic and foreign research situation of the system development. According to the requirements of the system, the outline design and detailed design of the system are carried out, and the system implementation test is carried out. The whole track management system of construction land developed by Jining Land and Resources Bureau adopts object-oriented design starting point. The whole system design revolves around the system demand, carries on the design and the analysis, in order to satisfy the system demand as the design goal. Finally, the design and development of the system is completed. The design of the system is based on the J2EE architecture design, which makes the system design have better system expansibility and adaptability. The database adopts SQL server 2008, and the multi-tier MVC makes the system redundant and maintainable. The overall design of the system combined with the Jining Land and Resources Bureau construction land management workflow, describes the system workflow, use cases and case diagrams to describe and analyze, on the basis of the system overall and outline design and development; The detailed description of the system is analyzed by class diagram, combined with sequence diagram description; the main functional modules of the system include site planning management function module, land source management function module, land reserve management function module, Site announcement management function module, transaction announcement function module, project supervision function module, supply result function module, secondary market management function module, project inquiry management function module and so on. The system has been run and tested, and it can basically meet the requirements of the system design goal. The successful development and application of the whole process tracking management system for construction land in Jining has effectively realized the monitoring of the whole process of the construction land in Jining, detailed statistics and analysis of the different stages of the land use, and the approval but not the collection, have been realized. In order to grasp the use of construction land in the whole city macroscopically, the utilization and disposal of each land can also be dynamically grasped. It provides the basis for Jining Land and Resources Bureau to make scientific decision on land use in Jining City.
