南宁市经济适用房问题研究

【摘要】:经济适用房是具有保障性质的政策性住房,是我国住房保障体系的重要组成部分。自我国实施经济适用房政策以来,在解决城镇低收入阶层住房困难、优化住房保障市场供给结构、促进房地产市场经济持续健康发展等方面发挥了重要作用。经济适用房政策在执行中因政府监管不到位、缺乏相关法律规范等原因,不可避免地出现了一些问题,使经济适用房政策的保障作用没有得到充分发挥。因此,研究经济适用房政策仍然具有必要性。本文以南宁为样本城市,选取南宁市部分经济适用房小区为研究对象,实证分析了南宁市经济适用房政策执行的实际效果和存在的主要问题,并提出了相关对策建议。 首先,基于市场失灵与政府干预理论、公平效率理论,阐述了经济适用房的概念、特征、理论基础与重要性。选取美国、新加坡、日本公共住房政策运行比较成功的国家,通过对比分析其先进经验,揭示了对我国经济适用房政策的经验启示。其次,通过回顾南宁市经济适用房发展概况及其现状,根据问卷调查的分析结果,从调查对象基本情况、购房情况、居住满意度、政策认可度诸方面,探讨南宁市经济适用房政策执行的实际效果。再次,通过实证分析,归纳出南宁市经济适用房现行政策存在的主要问题,并进行详细阐述。最后,提出完善南宁市经济适用房政策的建议,即加强经济适用房建设管理,调控经济适用房供应模式与价格,进一步完善经济适用房监督机制和退出机制,健全保障机制等。
[Abstract]:Comfortable housing is a kind of policy housing with the nature of security, which is an important part of the housing security system of our country. Since the implementation of comfortable housing policy in China, it has played an important role in solving the housing difficulties of urban low-income class, optimizing the supply structure of housing security market, and promoting the sustained and healthy development of the real estate market economy. In the implementation of comfortable housing policy, due to the lack of government supervision, lack of relevant legal norms and other reasons, there are inevitably some problems, so that the role of comfortable housing policy protection has not been fully brought into play. Therefore, the study of comfortable housing policy is still necessary. This paper takes Nanning as the sample city, selects some comfortable housing community in Nanning as the research object, analyzes the actual effect and the main problems of the comfortable housing policy implementation in Nanning City, and puts forward the relevant countermeasures and suggestions. Firstly, based on the theory of market failure and government intervention and the theory of fairness and efficiency, this paper expounds the concept, characteristics, theoretical basis and importance of comfortable housing. By comparing and analyzing the advanced experiences of public housing policies of the United States, Singapore and Japan, this paper reveals the enlightenment to the comfortable housing policy of our country through the comparison and analysis of the advanced experiences of public housing policies of the United States, Singapore and Japan. Secondly, by reviewing the general situation and present situation of comfortable housing in Nanning, according to the analysis results of the questionnaire, from the basic situation of the survey object, the situation of house purchase, the degree of satisfaction of residence, the degree of policy acceptance, etc. This paper discusses the actual effect of comfortable housing policy implementation in Nanning. Thirdly, through the empirical analysis, the main problems existing in the current policy of comfortable housing in Nanning are summarized and elaborated in detail. Finally, some suggestions are put forward to perfect the policy of comfortable housing in Nanning, that is, to strengthen the construction and management of comfortable housing, to regulate the supply mode and price of comfortable housing, to further perfect the mechanism of supervision and withdrawal of comfortable housing, and to perfect the mechanism of guarantee and so on.
