南通市住房公积金贷款风险分析

【摘要】:1991年,我国为了适应住房制度的改革需要,解决广大城镇职工的住房问题,上海借鉴了新加坡中央公积金制度的经验,率先在全国建立了住房公积金制度,然后再逐步向全国推广住房公积金制度。一晃住房公积金制度在我国实行了已经有20多年了,住房公积金制度在这20多年期间,也犹如雨后春笋不断发展。住房公积金制度为住房的商品化奠定了坚实基础,为不断提高城镇职工的住房消费能力,促进房地产市场的发展起到了重要的作用,成为推动住房保障制度建设的重要力量。随着我们国家房地产市场的不断发展和持续繁荣,国民对住房的要求越来越高,贷款数量也越来越大,而住房公积金贷款作为政策性贷款更是倍受关注。但是,由于近年来住房公积金贷款规模不断扩大和房地产市场不稳定,住房公积金贷款的风险也是在不断上升,这将影响到住房公积金资金安全,更会危及到我国住房制度改革的成果。因此,如何做好住房公积金贷款的风险防范工作、确保住房公积金资金的安全运行就成了一个需要解决的问题。 本文以南通市为例,主要从住房公积金管理中心、借款人以及第三方等几个层面,具体分析了南通市住房公积金的贷款风险问题。在此基础上,提出了加强贷款风险监控、建立贷款风险预警机制的对策建议,,以保证南通市住房公积金的安全运行。
[Abstract]:In 1991, in order to meet the needs of the reform of the housing system and to solve the housing problem of the vast number of urban workers, Shanghai took the lead in establishing a housing provident fund system throughout the country, drawing on the experience of Singapore's central provident fund system. Then gradually popularize the housing accumulation fund system to the whole country. The housing provident fund system has been implemented in our country for more than 20 years, and the housing accumulation fund system has been developing continuously in the past 20 years. The housing accumulation fund system has laid a solid foundation for the commercialization of housing, has played an important role in improving the housing consumption ability of urban workers and promoting the development of the real estate market, and has become an important force to promote the construction of housing security system. With the continuous development and prosperity of our country's real estate market, the demand for housing is getting higher and higher, and the amount of loans is more and more large, and the housing accumulation fund loan as a policy loan is more and more concerned. However, as the scale of housing provident fund loans continues to expand in recent years and the real estate market is unstable, the risks of housing provident fund loans are also on the rise, which will affect the security of housing provident fund funds. More will endanger our country housing system reform achievement. Therefore, how to do the housing accumulation fund loan risk prevention work, to ensure the safe operation of housing provident fund funds has become a problem to be solved. Taking Nantong City as an example, this paper analyzes the loan risk of housing accumulation fund in Nantong City from the aspects of housing accumulation fund management center, borrower and third party. On this basis, the paper puts forward the countermeasures and suggestions of strengthening loan risk monitoring and establishing loan risk warning mechanism in order to ensure the safe operation of Nantong housing accumulation fund.
