在建工程抵押评估及其方法改进研究

【摘要】:改革开放以来,随着我国土地使用制度和城镇住房制度的不断改革变化,房地产金融市场也在逐渐壮大。住房贷款、房地产抵押贷款、房地产信托等房地产金融活动的盛行,不仅将金融业与房地产业紧密结合起来,促进了资金流通,而且为金融机构拓展了业务,为房地产业的发展提供了经济支持。房地产抵押贷款作为房地产金融活动的重要组成部分,能够得以良好地运行,是以科学合理的贷款额度为基础的。而在建工程由于自身的特殊性,使得其贷款额度的确定存在更多的困难,不合理的贷款额度容易给金融机构带来较大的资金收回风险,所以,规范在建工程抵押评估,完善其评估方法和技术是评估业面临的一个重要课题,关系到房地产金融市场的健康发展。 本文立足于当前我国在建工程抵押相关法律法规,详细地对在建工程抵押评估有关内容进行论述,,提出评估方法的改进意见,选取具体在建工程实例,采用改进后的评估方法对其进行评估。首先说明目前该领域的研究现状、本文研究的内容及采用的研究方法;其次从评估特点、评估对象及范围、评估目的及价值类型、评估时点及原则、抵押价值影响因素等角度出发,对在建工程抵押评估作基本阐述;然后对在建工程抵押评估方法进行改进,并按房地产类型对评估方法的应用加以说明;最后以JY在建工程为例,应用前文所述方法,说明对在建工程进行抵押价值评估的基本过程。
[Abstract]:Since the reform and opening up, with the continuous changes of land use system and urban housing system in China, the real estate financial market is also gradually expanding. The prevalence of real estate financial activities such as housing loans, real estate mortgages, real estate trusts and other real estate financial activities not only closely linked the financial industry with the real estate industry, promoted the circulation of funds, but also expanded the business of financial institutions. For the development of the real estate industry to provide economic support. As an important part of real estate financial activities, real estate mortgage loan can run well and is based on scientific and reasonable loan quota. Because of its own particularity, the construction project in progress has more difficulties in determining its loan quota. The unreasonable loan amount can easily bring greater risk of capital recovery to financial institutions. Therefore, the mortgage assessment of the construction project in progress is standardized. Perfecting the evaluation method and technology is an important subject facing the evaluation industry, which is related to the healthy development of the real estate financial market. Based on the laws and regulations related to the mortgage of construction in progress in our country, this paper discusses in detail the relevant contents of mortgage assessment of construction in progress, puts forward some suggestions on how to improve the evaluation method, and selects concrete examples of construction in progress. The improved evaluation method is used to evaluate it. First of all, the current research situation in this field, the content of this study and the research methods adopted are described. Secondly, from the evaluation characteristics, evaluation object and scope, evaluation purpose and value type, evaluation time point and principle, From the point of view of influencing factors of mortgage value, this paper makes a basic exposition on mortgage assessment of construction in progress, then improves the method of mortgage assessment of construction in progress, and explains the application of the method according to the type of real estate. Finally, taking the JY construction project as an example, the basic process of mortgage value evaluation for the construction project in progress is explained by using the method described above.
