保障城镇化建设资金来源——新型城镇化建议之三

【摘要】：正考虑到财政资金在城镇化建设中的有限性,建议深化城镇基础设施建设市场化改革,推进政府购买公共服务政策,从而吸引信贷资金、社会资金等多元投资主体进入城镇化建设领域。同时,规范地方政府融资行为、推进房地产税改革试点,扩大城镇化建设融资渠道。一、城镇化建设资金供求矛盾问题亟待解决历史经验表明,我国城镇化率每提高1个百分点,需要追加近6万亿
[Abstract]:Considering the limitation of financial funds in the construction of urbanization, it is proposed to deepen the market-oriented reform of urban infrastructure construction and to promote the government's policy of purchasing public services so as to attract credit funds. Social funds and other diversified investment bodies into the field of urbanization. At the same time, standardize local government financing behavior, promote real estate tax reform pilot, expand the construction of urbanization financing channels. First, the contradiction between the supply and demand of capital for urbanization construction needs to be solved urgently. The historical experience shows that every 1 percentage point increase in the urbanization rate in China requires an additional nearly 6 trillion yuan.
