房地产建设项目环境影响评价研究

【摘要】:国内城市化脚步加快,房地产需求旺盛,使得一些旧城改造项目及原址新建扩建的房地产项目的规模和步伐越来越大。与此同时,房地产项目所构成的环境污染问题是中国乃至世界的整体环境问题的一个重要部分,而施工过程和后续运营投入使用都是其产生污染的重要原因。 本文对房地产环境影响评价问题进行了深入研究。在介绍房地产开发项目环境影响的概念、内容、方法和程序的基础上,针对项目在施工阶段和运营阶段的空气、噪声、景观、社会环境、土壤耕作层等方面环境污染现状,指出污染隐患,提出控制和减少环境污染的相应对策。使用专家问卷调查方式,根据指标体系的建立原则和依据,从自然环境影响方面构建了W商业广场项目环境影响评价指标体系,并结合层次分析的方法,对该项目的环境影响评价权重进行了统计和分析。最后,通过了解项目环境的影响、风险和后果,综合考虑环境因素来做出正确决策,确保施工活动不超出自然资源的潜力和容量。以便能更主动的、有效的对W商业广场项目实施环境管理。 本文建立的房地产开发项目环境影响评价指标体系,在实践中对类似房地产项目的开发具有一定的借鉴意义和应用价值。
[Abstract]:With the rapid pace of urbanization and the strong demand for real estate in China, the scale and pace of some old city reconstruction projects and new and expanded real estate projects in the original site are becoming larger and larger. At the same time, the environmental pollution caused by real estate projects is an important part of the overall environmental problems in China and the world, and the construction process and subsequent operation are the important reasons for the pollution. This article has carried on the thorough research to the real estate environment impact appraisal question. On the basis of introducing the concept, contents, methods and procedures of the environmental impact of the real estate development project, this paper aims at the present situation of the environmental pollution of the project in the aspects of air, noise, landscape, social environment, soil tilling layer and so on in the construction and operation stages. The hidden trouble of pollution is pointed out, and the corresponding countermeasures to control and reduce environmental pollution are put forward. According to the principles and basis of establishing index system, this paper constructs the environmental impact assessment index system of W Commercial Square Project from the aspect of natural environment impact, and combines the method of AHP with the method of expert questionnaire. The environmental impact assessment weights of the project are analyzed and statistically analyzed. Finally, by understanding the impact, risks and consequences of the project environment, and synthetically considering environmental factors to make the correct decision, to ensure that construction activities do not exceed the potential and capacity of natural resources. In order to be more active, effective implementation of W commercial square project environmental management. The environmental impact assessment index system of real estate development project established in this paper has certain reference significance and application value to the development of similar real estate project in practice.
