短期对策与长效机制结合促进房地产市场稳定健康发展

【摘要】:我国在社会投资、地方财政、国家税收、银行信贷等方面对房地产过度依赖,房价房租已经远超百姓有效支付能力。其原因,从供给看,主要是地价成本高、税费成本高、资金成本高、公关成本高、房企利润高和中介费用高,并且房地产市场供给结构复杂、价格扭曲;从需求看,主要原因是市场投资投机行为严重,居民收入分配严重不公。尽管我国多次出台房地产政策调控,但均未能有效抑制房价过度上涨趋势,主要原因是:关键政策不出台,重要政策不对路,部分政策相掣肘,执行政策不得力,基础数据不清楚。我国房地产调控已进入深水区。今后我国房地产调控应着力把握几个原则:目标兼顾,政策协调,分类推进,逐步解决,强化执行。解决矛盾问题,短期看,应采取加大土地供应、热点城市限购、实施住房财产登记等十项政策,重点解决地价房价房租过快上涨问题;长期看,应采取城乡建设用地同权同价、逐步降低房企税负和建立统一保障房制度等十二项制度机制措施,从根本上解决土地制度、供地结构、公平分配、房产税实施等问题。
[Abstract]:Our country is over-dependent on real estate in social investment, local finance, state tax, bank credit and so on. In terms of supply, the main reasons are the high cost of land price, the high cost of taxes and fees, the high cost of capital, the high cost of public relations, the high profit of housing enterprises and the high cost of intermediary, and the complex supply structure and distorted price of the real estate market; from the point of view of demand, The main reason is the market investment speculation behavior is serious, the resident income distribution is serious unfairly. Although our country has introduced the real estate policy control for many times, it has failed to effectively restrain the excessive rising trend of the house price. The main reasons are: the key policy is not issued, the important policy is not in the right way, some of the policies are restricted, and the implementation policy is not effective. The basic data are not clear. China's real estate regulation has entered deep water areas. In the future, China's real estate regulation and control should focus on the following principles: objective balance, policy coordination, classification promotion, gradual solution, and strengthening implementation. In the short run, we should adopt ten policies such as increasing the supply of land, restricting the purchase of hot cities, implementing housing property registration and so on, with emphasis on solving the problem of excessive increase in land prices and rents; in the long run, we should adopt the same price for urban and rural construction land as for the same right. Gradually reduce the tax burden of housing enterprises and establish a unified indemnificatory apartment system and other 12 institutional measures to fundamentally solve the land system, land supply structure, fair distribution, property tax implementation and other issues.
