我国房地产市场调控政策实施与效果分析

【摘要】:从我国住房制度实施市场化改革以来,我国房地产市场进入高速发展阶段,房价在全国范围内也随之快速增长,成为了老百姓的心头之痛,同时也成为了房地产市场健康发展的重大阻力。因此政府对房地产市场采取了一系列调控政策,这些政策的实施取得了一定的成效,但同时又引起了一些问题,这说明我国的房地产宏观调控还存在一些深层次的问题。 本文首先着重分析了我国房地产市场政策实施的效果,总结我国四轮房地产市场调控政策呈现“扩张-紧缩-松绑-再紧缩”的特征,在扩张型和宽松型政策下,房地产市场调控的效果比较明显,基本实现调控目标,反之,紧缩型调控政策的实施效果不佳。 其次,从房地产市场调控的运行环境、政策本身以及政策执行效果的角度入手,深入分析房地产市场调控存在的问题。在调控运行环境中,分析宏观调控面临房地产市场的外部压力,如经济压力,社会文化的阻力,以及法律、制度的制约,它们对调控政策的制定、实施及效果产生一定影响;调控政策方面,存在宏观调控权主体过多以及调控主体的自利性,调控政策的内容、范围及手段过于片面,以及宏观调控程序缺失等问题。在调控政策执行过程中,地方政府的消极调控对宏观调控的预效果产生很大影响。 最后,本文提出改进我国房地产市场调控效果的对策建议,希望有助于房地产市场调控的制定与实施,提高房地产市场调控的效果,保障房地产市场持续健康发展。
[Abstract]:Since the implementation of the market-oriented reform of the housing system in our country, the real estate market in our country has entered a stage of rapid development, and housing prices have also increased rapidly throughout the country, which has become a pain in the hearts of the common people. At the same time has also become the real estate market healthy development of major resistance. Therefore, the government has adopted a series of regulation and control policies to the real estate market, which have achieved certain results, but at the same time caused some problems, which shows that there are still some deep-seated problems in the macro-control of real estate in our country. This paper first analyzes the effect of the implementation of the real estate market policy in China, and summarizes the characteristics of the four rounds of real estate market regulation and control policies in China, which are characterized by "expansion-retrenchment-loosening-retightening", under the expansionary and relaxed policies. The effect of real estate market regulation is obvious, basically realizing the target of regulation and control, on the contrary, the effect of contractionary regulation and control policy is not good. Secondly, from the angle of the running environment, the policy itself and the effect of the real estate market regulation, the problems of the real estate market regulation and control are deeply analyzed. In the operating environment of regulation and control, this paper analyzes the external pressure of macro-control in the real estate market, such as economic pressure, social and cultural resistance, as well as the restriction of law and system, which have a certain impact on the formulation, implementation and effect of the regulation and control policy. In the aspect of regulation and control policy, there are some problems, such as too many subjects of macro-control power and self-interest of the subject, too one-sided content, scope and means of the policy, and the lack of macro-control procedure. In the process of implementing the regulation and control policy, the negative control of local government has a great influence on the pre-effect of macro-control. Finally, this paper puts forward the countermeasures and suggestions to improve the effect of real estate market regulation and control in our country, hoping to help the formulation and implementation of real estate market regulation and control, to improve the effect of real estate market regulation and control, and to ensure the sustained and healthy development of real estate market.
