BT模式在房地产企业保障房建设中的应用研究

【摘要】:随着我国的城镇化发展,进行大批量保障房建设是未来一段时间内政府解决民生问题的一项重要任务。由于政府只能提供有限的资金供应,引入民间资本进行保障房建设势在必行。因此,文本站在房地产企业角度,针对BT模式在保障房建设中不同阶段关键影响因素和项目投资评价进行了深入的研究。 本文首先对房地产企业BT保障房项目的运行及建设进行了深入分析,确定了BT保障房项目的主要参与方、运作程序和运作方式,通过问卷调查和实地调研,从项目立项及决策分析阶段、招投标及协议签订阶段、开发建造阶段、移交和付款四个阶段,分析了房地产企业BT保障房项目各阶段存在的主要问题和产生原因,针对存在的问题提出了房地产企业BT保障房项目的关键影响因素。通过关键因素分析得出BT保障房项目的评价指标,利用层次分析法,确定各评价指标权重值,提出房地产企业进行BT保障房项目开发时的评价策略。 文章明确融资风险、建设风险、回购风险、最终效益四个一级指标;信贷市场情况、项目条件等九个二级指标;贷款期限、资产负债率等24个三级指标对BT保障房项目进行全面的考核评价。并通过房地产企业BT保障房项目的案例,根据该项目的特点和数据资料,结合上文BT保障房项目的关键要素分析和评价策略,明确BT模式在房地产企业保障房项目中应用的关键考核指标和要素,对项目是否值得投资做出判断。
[Abstract]:With the development of urbanization in China, the construction of mass indemnificatory apartment is an important task for the government to solve the problems of people's livelihood in the future. Because the government can only provide limited capital supply, it is imperative to introduce private capital to indemnificatory apartment construction. Therefore, from the perspective of real estate enterprises, the paper makes a deep research on the key influencing factors and project investment evaluation of BT model in different stages of indemnificatory apartment construction. In this paper, firstly, the operation and construction of BT indemnificatory apartment project of real estate enterprise are analyzed deeply, and the main participants, operation procedure and mode of operation of BT indemnificatory apartment project are determined, through questionnaire investigation and on-the-spot investigation, From the four stages of project establishment and decision analysis, bidding and agreement signing, development and construction, transfer and payment, this paper analyzes the main problems and causes of BT indemnificatory apartment project in real estate enterprise. Aiming at the existing problems, this paper puts forward the key influencing factors of the BT indemnificatory apartment project of the real estate enterprise. Through the analysis of key factors, the evaluation index of BT indemnificatory apartment project is obtained, and the weight value of each evaluation index is determined by analytic hierarchy process (AHP), and the evaluation strategy of BT indemnificatory apartment project development in real estate enterprises is put forward. This paper defines four first-level indicators: financing risk, construction risk, repurchase risk, ultimate benefit, credit market situation, project conditions and nine second-level indicators, such as financing risk, construction risk, repurchase risk and final benefit. Loan maturity, asset-liability ratio and other 24 three-level indicators of the BT indemnificatory apartment project for a comprehensive assessment. And through the real estate enterprise BT indemnificatory apartment project case, according to the characteristics and data of the project, combined with the above BT indemnificatory apartment project key elements analysis and evaluation strategy, This paper defines the key assessment indexes and factors of the application of BT model in the indemnificatory apartment project of real estate enterprise, and makes a judgment on whether the project is worth investing or not.
