商业银行保障性住房项目授信业务风险管理研究

【摘要】:作为社会保障体系的重要组成部分,我国的保障建设不仅是改善民生的重大举措,也是我国房地产宏观调控的重要内容。国家“十二五”规划提出兴建3600万套保障性住房的宏伟工程。长期可持续的资金来源不但是保障房建设的重要保障,也是目前我国保障房项目发展的主要制约点。作为保障性住房建设过程中的重要融资渠道,从商业银行获得信贷支持为项目的成功做出了重大贡献。如何发挥商业银行的社会作用,增加保障性住房项目的贷款额度,准确识别并评估保障性住房的信贷风险,成为商业银行支持保障性住房项目中必须思考的问题,也是本文所要探讨的主要内容。 本文的研究课题围绕商业银行在保障房项目建设中的信贷风险予以展开。首先,依据当前的保障房分类对各类保障性住房的融资模式及现状进行了理论分析;其次,基于各类保障性住房的融资渠道做简单阐述,分析各类保障性住房面临的融资问题,探讨商业银行对保障性住房的贷款风险种类以及风险存在的原因;然后,结合浙江省内10家保障房开发企业的主要财务指标,构建一个全新的风险评估模型,并借助SPSS工具对评估模型进行研究分析。最后,基于文章的整体研究并借鉴国际保障性住房的融资经验,对我国商业银行保障性住房贷款的给出一些政策建议。
[Abstract]:As an important part of social security system, China's security construction is not only an important measure to improve people's livelihood, but also an important content of macro-control of real estate in China. The National Twelfth five-year Plan proposes a grand project to build 36 million sets of affordable housing. The long-term and sustainable source of funds is not only the important guarantee of indemnificatory apartment construction, but also the main restricting point of indemnificatory apartment project development in China. As an important financing channel in the construction of affordable housing, obtaining credit support from commercial banks has made a great contribution to the success of the project. How to give full play to the social role of commercial banks, increase the loan quota of affordable housing projects, and accurately identify and evaluate the credit risks of affordable housing projects have become issues that must be considered in commercial banks' support for affordable housing projects. It is also the main content of this paper. This paper focuses on the credit risk of commercial banks in the construction of indemnificatory apartment project. First of all, according to the current indemnificatory apartment classification of various types of affordable housing financing mode and the current situation of theoretical analysis; Secondly, based on the financing channels of all kinds of affordable housing, the financing problems faced by various types of affordable housing are analyzed, and the types of loan risks of commercial banks to affordable housing as well as the reasons for their existence are discussed. Then, combining with the main financial indexes of 10 indemnificatory apartment development enterprises in Zhejiang province, a new risk assessment model is constructed, and the evaluation model is studied and analyzed with the help of SPSS tool. Finally, based on the overall study of the article and referring to the financing experience of international affordable housing, some policy suggestions are given to the commercial banks of our country on the financing of affordable housing.
