房地产去库存化需要土地供给立法的修改

【摘要】:房地产高库存的原因在于地价上涨带动的高房价。我国土地供给立法单纯强调保护耕地,形成了地价和房价交替上涨的预期,房价超越了市场的支付能力。扩大住房消费与保护耕地同样是政府土地供给政策的的立足点。稳定我国的房地产市场需要对土地供给立法进行修改,形成地价与房价稳定的预期。
[Abstract]:The reason for the high inventory of real estate is the high house price driven by the rise of land price. The legislation of land supply in our country simply emphasizes the protection of cultivated land, which forms the expectation that land price and house price will rise alternately, and the house price exceeds the ability of the market to pay. Expanding housing consumption and protecting cultivated land are also the foothold of government land supply policy. To stabilize the real estate market of our country, we need to revise the land supply legislation to form the expectation of the stability of land price and house price.
