通信企业业务支撑系统需求上线风险管理研究

【摘要】:随着通信行业的不断发展,在当前激烈竞争的背景之下,迅速提升自身的竞争优势、增强核心竞争力是所有通信运营企业所面临最紧迫的任务,为了顺应这样的竞争压力,在竞争环境中始终保持先机,我国的通信运营商都希望能够为用户提供最为优质、全面、领先的服务,这就给通信企业的业务支撑系统带来了前所未有的挑战。 目前的业务支撑系统很难契合当下的全覆盖式服务理念,运营商在综合转型的过程之中,投入了大量的资金、时间,为了能够搭建高成本收益、最能够满足用户需求的新业务支撑系统,就要对这种复杂程度高的体系中的风险进行管理,使用相关的风险管理理论保证系统的顺利建成与顺利上线、实施等。 本文从我国通信企业业务支撑系统的风险管理现状分析入手,对通信企业业务支撑系统需求上线全过程进行分析,从风险识别、应对策略、风险控制多角度的描述与分析,,指出需求上线过程中,存在于技术、人员、用户等层面的各类风险,通过完善技术、增强沟通等方式实现风险的有效控制,在此基础上建立需求上线的风险管理控制模型。 通过这样的研究,对通信企业的业务支撑系统的风险管理体系进行丰富和完善,帮助提升整个行业的风险管理水平,帮助增强企业的核心竞争力,促进其现有业务完成和转型升级,为企业的风险管理提供参考借鉴。
[Abstract]:With the continuous development of the communication industry, under the background of the current fierce competition, it is the most urgent task for all communications operators to rapidly enhance their competitive advantages and enhance their core competitiveness. In order to comply with such competitive pressure, In the competitive environment, the telecom operators in our country always hope to provide the most high-quality, comprehensive and leading services to the users, which brings unprecedented challenges to the business support system of the communication enterprises. The current business support system is very difficult to fit in with the current concept of full coverage service. In the process of comprehensive transformation, operators have invested a lot of money, time, in order to be able to build high cost benefits. The new business support system, which can meet the needs of users, should manage the risks in this complex system, and use the related risk management theory to ensure the successful completion and implementation of the system. This paper starts with the analysis of the current situation of risk management in the business support system of the communication enterprise in China, and analyzes the whole process of the business support system of the communication enterprise from the point of view of risk identification, coping strategy, risk control, and the description and analysis of the whole process of the business support system of the communication enterprise. It is pointed out that all kinds of risks exist in the level of technology, personnel and user in the process of demand on-line, and the effective control of risk is realized by means of perfecting technology and enhancing communication. On this basis, the risk management and control model of demand online is established. Through this research, the risk management system of the business support system of the communication enterprise is enriched and perfected, which helps to enhance the risk management level of the whole industry and enhance the core competitiveness of the enterprise. To promote the completion of its existing business and transformation and upgrading, for enterprise risk management to provide reference.
