基于电信运营企业的互联网治理研究

【摘要】：互联网自从诞生以来,逐步渗透到人们生活中的各个方面,包括政治、经济、文化、教育、娱乐等等领域,给人类带来了极大的便利和影响,已经成为二十世纪最伟大的发明之一,在二十一世纪的前十多年,基于互联网的应用层出不穷,互联网用户规模持续攀升,继续呈现出迅猛的发展态势,成为人类工作生活中不可缺少的一个重要组成部分。但与此同时,互联网上出现的问题也日益凸显出来,比如互联网基础资源受到不断的攻击、各种有害信息借助互联网这个平台进行肆意传播、不可控的互联网流量所造成用户网络感知的下降等等问题。针对互联网上的各种问题,国内外都提出了互联网治理的措施和建议,形成了相关的互联网治理理论,各国在实践中也取得了不错的治理效果,但是互联网治理涉及到很多环节,不是一个国家或者组织就能解决的问题,它涉及到政策法规、技术手段、行业自律、市场调节、国际合作等等方面。作为建设网络基础设施的电信运营企业而言,在互联网治理中占据着非常重要的位置,但至今为止还缺乏电信运营企业在互联网治理中具体职责及作用的系统研究。因此,本文从电信运营企业对互联网治理的角度切入,主要从以下四个方面进行研究： (1).在总结归纳现有互联网治理理论和国内外治理现状的基础上,给出了电信运营企业在互联网治理中的定位及具体职责,同时利用和谐治理的思想,在电信运营企业所担负的每个职责中,对如何兼顾到互联网治理其他方利益做了详细阐述。 (2).在现有的互联网治理理论中,电信基础设施是互联网治理中的重要内容,而电信运营企业作为网络基础设施的建设者,其中实现网络流量有序化属于电信基础设施的范畴,因此是电信运营企业在互联网治理中的主要职责所在,此时企业承担互联网主体治理的作用。引入互联网流量管理技术是实现网络流量有序的有效手段之一,通过运用多重决策模型给出选择不同技术提供方的条件,在不同条件下以博弈论和拍卖理论为基础,构建相对应的模型阐述电信运营企业的策略理论依据,同时建立动态联盟博弈模型激励其他方积极参与网络有序化过程中的机制,最后给出了在实践中的具体措施和建议。 (3).在现有的互联网治理理论中,有害信息的清理是互联网治理中的重要内容,电信运营企业在政府和相关机构的要求下,在实际中通过采用技术手段来对有害信息进行治理是其主要职责所在,此时是企业承担互联网客体治理的作用。研究有害信息如何在互联网中传播是实现有效治理的方法,以复杂网络及生物学动态传播理论为基础,结合互联网拓扑结构的自身特性,建立有害信息在互联网自由空间和治理空间中的传播模型,通过这些理论模型的分析给出了在实践中的具体措施和建议。 (4).在现有的互联网治理理论中,所涉及到的每一方都有提出合理化建议的责任,其中域名系统是互联网治理中的重要内容,电信运营企业从域名管理中的问题入手来为政府和相关管理机构提供合理化的建议是其协助职责所在,此时企业承担互联网协助治理的作用。以博弈论为基础,从域名管理问题对企业声誉影响的角度切入,修正声誉模型描述这种影响程度,通过理论分析给出了内外部的具体参考建议。综上所述,本文力图在现有互联网治理理论和现状的分析基础上,梳理出电信运营企业在互联网治理中的定位及作用,分别从主体、客体及协助作用方面进行理论建模及分析,建立起电信运营企业对互联网治理的理论框架并给出了相应的实践措施和建议,担负起电信运营企业在互联网治理中应有的责任。
[Abstract]:Since the birth of the Internet, the Internet has gradually penetrated into all aspects of people's life, including political, economic, cultural, educational, entertainment and other fields, which have brought great convenience and influence to human beings. It has become one of the greatest inventions in twentieth Century. In the first more than 10 years of twenty-first Century, Internet based applications emerge in endlessly, the Internet The user scale continues to rise, continue to present a rapid development trend, become an indispensable part of human life, but at the same time, the Internet problems are becoming increasingly prominent, such as the Internet basic resources are constantly attacked, various harmful information with the help of the Internet platform to carry on the wanton. Italy communication, uncontrollable Internet traffic cause the decline of users' network perception and so on.
In view of the various problems on the Internet, the measures and suggestions of Internet governance are put forward at home and abroad, and the relevant theories of Internet governance have been formed. All countries have also achieved good governance effects in practice, but the Internet governance involves many links, not a country or the organization can solve the problem, it involves policy law. Regulations, technical means, industry self-discipline, market regulation, international cooperation and so on. As a telecom operating enterprise building network infrastructure, it occupies a very important position in the Internet governance, but up to now, there is still a lack of systematic research on the specific responsibilities and functions of telecom operators in the Internet governance.
Therefore, this article from the perspective of Internet Governance of telecom operators, mainly from the following four aspects:
(1). On the basis of summarizing the existing theory of Internet Governance and the current situation of governance at home and abroad, this paper gives the positioning and specific responsibilities of telecom operators in the Internet governance. At the same time, using the idea of harmonious governance, the details of how to take account of the interests of other parties in the management of the Internet are done in each of the responsibilities of the telecom operation enterprises. Explain.
(2). In the existing Internet governance theory, the telecommunication infrastructure is an important content of the Internet governance, and the telecom operation enterprise, as the builder of the network infrastructure, is the category of the telecommunication infrastructure, which is the main responsibility of the telecom operation enterprise in the Internet governance. The enterprise assumes the role of the Internet governance. Introducing the Internet traffic management technology is one of the effective means to realize the network traffic order. By using the multiple decision model, the conditions of selecting different suppliers are given. Based on the game theory and auction theory under different conditions, the corresponding model is set up to expound the telecom operation enterprise. At the same time, a dynamic alliance game model is set up to motivate the other parties to actively participate in the process of network ordering. Finally, the concrete measures and suggestions in practice are given.
(3). In the existing Internet governance theory, the cleaning of harmful information is an important part of the Internet governance. It is the main responsibility of the telecom operators to govern harmful information through the use of technical means under the requirements of the government and related organizations. At this time, it is the role of the enterprise to undertake the governance of the object of the Internet. The study of how harmful information is spread in the Internet is an effective method to achieve effective governance. Based on the theory of complex network and biological dynamic communication, and combining the characteristics of the Internet topology, the propagation model of harmful information in the free space and Governance Space of the Internet is set up, and the analysis of these theoretical models is given. Concrete measures and suggestions in practice.
(4). In the existing theory of Internet governance, each party involved has the responsibility to put forward rationalization proposals. The domain name system is an important part of the Internet governance. It is the responsibility of the telecom operators to help the government and the related management organizations to provide rationalization proposals from the problems in the domain name management. On the basis of game theory, the industry takes the role of Internet to help governance. From the perspective of the impact of domain name management on corporate reputation, the reputation model is modified to describe the degree of influence, and the specific reference suggestions for internal and external are given through theoretical analysis.
To sum up, on the basis of the analysis of the existing Internet governance theory and current situation, this paper tries to comb out the positioning and function of telecom operators in the Internet governance. The theoretical modeling and analysis are carried out from the subject, the object and the assistance role respectively, and the theoretical framework of the telecom operation enterprise to the Internet governance is set up and the corresponding results are given. The practice measures and suggestions shouldering the responsibilities of telecom operators in Internet governance.
