山东省现代信息服务业现状及对策研究

【摘要】：现代信息技术在当今社会的深入普及和广泛应用,使得信息已经成为像物质、能源一样受到普遍重视的新型社会资源。伴随着信息服务产业化的范围不断扩大和程度不断提高,信息服务业在社会经济结构中占据了越来越不可替代的重要地位。当今时代的现代信息服务业不仅在整个国民经济中所占的比重日渐上升,而且已经成为了全球经济发展的一个明显考核指标。相对于我国经济和信息产业发达地区,山东省现代信息服务业起步较晚、发展缓慢,目前发展水平较为落后。本文致力于通过对比和分析,找出山东省现代信息服务业发展现状中存在的问题,提出相应解决对策,建立起山东省现代信息服务业新的有益的发展模式,并最终促进我省经济发展。首先,本文运用DEA数据包络分析法,将山东省与北京、广东、浙江等行政级别一致的省份或直辖市进行现代信息服务业发展效率的对比评估,根据横向对比评价的结果探讨山东省现代信息服务业发展效率方面存在的问题。得知我省与国内信息产业发达地区相比,在现代信息服务业固定资产投资和RD投入方面还未找到最佳的平衡点。其次,本文通过对山东省近5年来现代信息服务业运行效率的评估,以及山东省17地市现代信息服务业发展效率的对比评估,具体分析探讨我省现代信息服务业发展的现状。获知我省现代信息服务业发展极为不均衡,从东到西大致分为三个梯队,第一梯队由济南、青岛等7个沿海或传统工业城市组成,第二梯队包括济宁、泰安等大部分处于鲁中腹地的5个地市,第三梯队包括枣庄、日照等5个地市。最后,根据对于山东省现代信息服务业发展效率的横向、纵向对比分析,结合国内外信息产业发达国家和地区的成功经验,本文提出了更新意识观念,以人为本,推进“两化融合”、“三网融合”,构建具有“山东特色”的现代信息服务业发展“三角”模式等九项措施和对策,并进行了运行保障方面的论证。
[Abstract]:With the popularization and wide application of modern information technology in today's society, information has become a new type of social resource, which is regarded as material and energy. With the continuous expansion and improvement of the scope and degree of the industrialization of information services, the information service industry occupies a more and more irreplaceable important position in the social economic structure. Nowadays, the modern information service industry not only accounts for an increasing proportion in the whole national economy, but also has become an obvious evaluation index for the development of the global economy. Compared with the developed regions of China's economy and information industry, the modern information service industry in Shandong Province started late and developed slowly, and the current level of development is relatively backward. Through comparison and analysis, this paper tries to find out the problems existing in the development of modern information service industry in Shandong Province, put forward corresponding countermeasures, and establish a new and beneficial development model of modern information service industry in Shandong Province. And finally promote the economic development of our province. First of all, this paper uses DEA data envelopment analysis to compare and evaluate the development efficiency of modern information service industry in Shandong Province, Beijing, Guangdong, Zhejiang and other provinces or municipalities with the same administrative level. Based on the results of horizontal comparative evaluation, the problems in the development efficiency of modern information service industry in Shandong Province are discussed. It is known that compared with the developed regions of information industry in our province, the investment in fixed assets and R D in modern information service industry has not yet found the best balance point. Secondly, through the evaluation of the operation efficiency of the modern information service industry in Shandong Province in recent five years, and the comparative evaluation of the development efficiency of the modern information service industry in 17 cities of Shandong Province, this paper concretely analyzes the present situation of the development of the modern information service industry in our province. I was told that the development of modern information services in our province is extremely uneven. From east to west, there are roughly three echelons. The first echelon consists of seven coastal or traditional industrial cities, such as Jinan and Qingdao, and the second echelon includes Jining, Taian and other 5 cities in the hinterland of Luzhong, the third echelon includes Zaozhuang, Rizhao and other 5 cities. Finally, according to the horizontal and vertical comparative analysis of the development efficiency of the modern information service industry in Shandong Province, combined with the successful experience of the developed countries and regions of the information industry at home and abroad, this paper puts forward the concept of renewing consciousness and putting people first. This paper puts forward nine measures and countermeasures to promote the integration of "two transformation" and "three networks", to construct the "triangle" mode of development of modern information service industry with "Shandong characteristics", and to demonstrate the operation guarantee.
