基于智能电网的电力通信运维管理的研究

【摘要】:智能电网是国家电网公司积极应对未来挑战的共同选择。电力通信是支撑坚强智能电网发展的公共支撑平台和重要手段,也是坚强智能电网各环节的重要基础。智能电网的发展离不开电力通信的推进,而通信运维又随着智能电网的摊开而增加了新的功能和管理要求。原有的通信运维管理体系和机制已无法满足当前形式下的通信业务扩大和受众变化的需求。在外部环境和内部压力的促进下,电力企业必须开展通信运维管理创新,从根源上支撑起整个通信体系。借助通信业务体系的绿色优质发展,电力企业进而达到提升整个智能电网的发展水平的目标。随着智能电网的发展和三集五大体系的不断深入,文章以如何开展基于智能电网的电力通信运维管理为目标,以2008年国网公司一届三次职工代表大会工作报告中提出的四化工作为管理思路,选择从集约化发展、标准化建设、精益化管理几个不同维度,对通信运维管理深入开展研究。文章先从集约化发展的宏观层面,搭建电力通信完整的省、地、县通信运维一体化体系,开展业务集约、流程贯通;资源统筹、集中调配;统一调控、运维分级等实施方案。再以通信运维模式的转型为研究目标,在分析智能电网发展的大环境对电力通信运维工作新需求的基础上,提出了选择性代维的标准化通信运维模式。借助层次分析法,建立专业技术适合度和外部环境适合度横竖坐标轴比较的数据模型,判断该通信业务所应采用的运维模式。在完成通信选择性代维模式的搭建后,再利用PDCA循环从精益化管理的角度来对通信运维模式的具体管理方式进行分层剖析。从战略计划的制定、具体实施、实施效果评价、管理的改善和优化四方面详细分析阐述建立精益化通信运维管理模型。在阐述过程中还借助层次分析法,搭建了多层模糊数据评价指标模型,逐层分解,建立精益化管理的多层子目标和最终目标。最后以某家电力信通公司的管理案例分析,将真实数据带入精益化管理评价分析公式中计算求解,来开展精益化管理的实际应用成效说明。
[Abstract]:Smart Grid is the common choice of State Grid Company to deal with the challenges in the future. Power communication is not only the public support platform and important means to support the development of strong smart grid, but also the important foundation of every link of strong smart grid. The development of smart grid can not do without the promotion of power communication, and communication operation and maintenance with the expansion of smart grid has added new functions and management requirements. The original communication operation and maintenance management system and mechanism can no longer meet the needs of the expansion of communication services and the changes of audience. Under the promotion of external environment and internal pressure, electric power enterprises must carry out communication operation and maintenance management innovation, and support the whole communication system from the root. With the green and high quality development of the communication service system, the electric power enterprises reach the goal of improving the development level of the whole smart grid. With the development of smart grid and the deepening of three sets and five systems, this paper aims at how to develop the power communication operation and maintenance management based on smart grid. Taking the four chemical industry as the management thought in the work report of one of the three workers' congresses in 2008, this paper chooses several different dimensions of intensive development, standardization construction and lean management to carry out in-depth research on the management of communication operation and maintenance. Firstly, from the macro level of intensive development, this paper sets up the integrated system of operation and maintenance of electric power communication, develops the operation and maintenance integration system, develops the business intensive, the flow through, the resources as a whole, the centralized allocation, the unified regulation and control, the operation and maintenance grading and so on. Taking the transformation of communication operation and maintenance mode as the research goal, based on the analysis of the new demand for power communication operation and maintenance in the general environment of smart grid development, the selective generation standard communication operation and maintenance mode is put forward. With the help of Analytic hierarchy process (AHP), a data model for comparing the professional technical suitability with the external environmental suitability is established, and the operational and maintenance mode used in the communication service is judged. After the construction of the selective generation mode of communication, the specific management mode of communication operation and maintenance mode is analyzed by using PDCA cycle from the perspective of lean management. From the four aspects of strategic plan formulation, concrete implementation, implementation effect evaluation, management improvement and optimization, the establishment of lean communication operation and maintenance management model is discussed in detail. In the process of elaboration, the evaluation index model of multi-layer fuzzy data is set up with the help of analytic hierarchy process (AHP), and the multi-layer sub-goal and final goal of lean management are established. Finally, the management case analysis of a certain electric power information company is carried out, and the real data is introduced into the Lean management evaluation analysis formula to calculate and solve it, so as to explain the practical application effect of lean management.
