西方政治学中的民主失效研究——基于林茨编著的《总统制民主的失败》

【摘要】：林茨的民主失效理论从政治过程、民主价值和权力结构视角分析了总统制与议会制在体制运行上的差异;从政党品质与领袖品质、总统制与多数主义窘境、视觉政治与民主价值沦丧这几个视角探讨了民主体制失效的原因,在总统制与议会制运行轨迹与运行结果分析的基础上,形成了两类体制失效的挽救思路。西方的民主失效理论如不能跳出西式选举民主的定势,而仅从体制比较中找寻差异,并结合政治生活现实进行差异的归纳与因果的嫁接,实质上存在根深蒂固的逻辑困境,自然无法从根本上厘清西式民主失效的原因。
[Abstract]:From the perspective of political process, democratic value and power structure, Linz's theory of democratic invalidation analyzes the differences between the presidential system and the parliamentary system in the operation of the system, the quality of the political party and the leadership, the dilemma between the presidential system and the majoritarianism.This paper probes into the causes of the failure of democratic system from the perspective of the loss of visual politics and democratic value. On the basis of the analysis of the running track and the operating results of the presidential and parliamentary systems, it forms a saving idea for the failure of the two kinds of systems.If the western theory of democratic invalidation cannot jump out of the fixed trend of Western-style electoral democracy, but only look for differences in the comparison of systems, and combine the reality of political life with the induction of differences and the grafting of causality, there is in essence a deep-rooted logical dilemma.Naturally, it is impossible to fundamentally clarify the reasons for the failure of western democracy.
