中国农村基层协商民主建构探究

【摘要】：当前,农村经济发展步入了以“三变”为主要特点的新时期。农村经济发展的新特点,将会促进农村中等收入者不断增多,引发农民思想观念和利益观念的深刻变化以及涌现出大量公共事务需要商议和决策。农村日益成为解决农民现实问题、维护农民切身利益的最直接场域。由于农村承载着农民当家作主的渠道和平台,农村加快协商民主建构成为农民心中最大的公约数。本文的写作目的是为中国农村基层协商民主在农村的建构,提供清晰脉络及理论指导。本篇论文阐述了四个部分的内容。第一章是绪论,讲述了选题背景及意义、研究现状、研究方法及创新与不足。第二章是中国农村基层协商民主概述,讲述了农村基层协商民主的概念、特点及建构意义。第三章是中国农村基层协商民主建构的进程及经验。中国农村基层协商民主的建构经历了孕育、产生、发展三个阶段。通过对中国农村基层协商民主建构的进程梳理,总结了推动农村基层协商民主产生发展的经济因素、政治因素、社会因素以及生态因素等几个动力。第四章是农村基层协商民主建构面临的问题及对策。问题表现为:基层干部和农民缺乏协商,即使在农村建立起了协商机制,也仅仅流于形式,在农村治理中并不能发挥重要作用。同时,协商民主在农村建构缺乏法律支撑。针对上述问题,提出了相应的对策。新时期,稳步推进中国农村基层协商民主建设,让农民参与农村社会治理,有利于最大限度发挥协商民主的价值作用,有利于体现社会主义政治制度的优越性,有利于扩大和巩固党的政治优势,有利于保持党同人民的血肉联系,有利于保证农民当家作主落到实处,有利于维护农村地区和谐稳定,有利于促进农村经济良性发展,让人民过上好日子。
[Abstract]:At present, rural economic development has entered a new period characterized by "three changes". The new characteristics of rural economic development will promote the increasing number of middle income people in rural areas, cause profound changes in farmers' ideas and interests, and a large number of public affairs need to be negotiated and decided. Rural areas are increasingly becoming the most direct field to solve farmers' practical problems and safeguard their vital interests. As rural areas bear channels and platforms for farmers to be masters of their own affairs, speeding up the construction of negotiated democracy in rural areas has become the biggest common denominator in farmers' minds. The purpose of this paper is to provide clear context and theoretical guidance for the construction of consultative democracy in rural areas. This paper expounds the content of four parts. The first chapter is the introduction, the background and significance of the topic, research status, research methods and innovation and deficiencies. The second chapter is an overview of rural consultative democracy in rural areas, describing the concept, characteristics and constructive significance of rural grass-roots consultative democracy. The third chapter is the process and experience of the construction of rural grassroots consultation democracy in China. The construction of rural consultative democracy in rural areas has experienced three stages: gestation, birth and development. By combing the process of constructing rural consultative democracy at the grass-roots level in China, this paper summarizes the economic factors, political factors, social factors and ecological factors that promote the development of rural consultative democracy at the grass-roots level. The fourth chapter is the rural grassroots consultation democratic construction facing the problems and countermeasures. The problems are that the grassroots cadres and peasants lack consultation, even if the consultation mechanism is established in the countryside, it is only a mere formality and can not play an important role in the rural governance. At the same time, the construction of deliberative democracy in rural areas is lack of legal support. In view of the above problems, the corresponding countermeasures are put forward. In the new period, we should steadily promote the building of consultative democracy at the grass-roots level in rural China, and let peasants participate in rural social governance. This will help to maximize the value of consultative democracy and to embody the superiority of the socialist political system. It is conducive to expanding and consolidating the political superiority of the party, maintaining the flesh and blood ties between the party and the people, ensuring that peasants are the masters of their own affairs, maintaining harmony and stability in the rural areas, and promoting the sound development of the rural economy. Let the people live a good life.
