中国共产党民主执政方式问题研究

【摘要】：我国是人民民主专政国家,作为执政党的中国共产党的执政目标是要保证和支持人民真正实现当家作主。民主执政方式是我党执政方式的基础和本质,因此对我国的民主政治建设起着举足轻重的作用。本文正是从这个角度出发,立足于现有民主执政方式存在的问题和不足进行论证,试图找出完善民主执政方式的途径和方法。本文采用“提出问题--分析问题--解决问题”的思路,运用马克思主义关于党的建设的基本理论,立足中国共产党执政的现状,对党的民主执政方式的完善进行探讨和研究。首先阐述了中国共产党执政方式的内涵,对相关的定义进行了界定,并明确了实行民主政方式是我党的必然选择。然后谈当前我国民主执政方式面临的挑战。中国共产党民主执政方式的内涵和外延都很大,逐一论述过于繁杂,且很难深入研究,故集中选取了民主选举、民主决策、民主管理和民主监督四个角度。最后一部分是完善中国共产党民主执政方式的具体途径和方法。民主执政是一个较为宽泛的范畴,它是一个政治概念,也就是执政党采取一切的途径和方法实现自己的执政目标,并在这一过程中力图体现人民的主体地位,保证人民当家作主,执政党要完善各项民主制度,体现党的执政理念。民主执政也是一个目标概念即党在通过民主的方式方法执政的过程中要把自身建设成为民主执政的执政党。中国共产党是马克思主义政党,只有党本身成为民主执政的政党,实现了党内民主才能够带动党外民主,从而更好的带领全国人民进行民主建设,实现人民当家作主。民主执政还是一个方法概念即执政党在执政过程中所采取的体制、途径、方式和方法等。相关的论著或文章只是将民主执政作为一个泛泛的概念来对待,都没有对其进行明确区分。而在有关“执政方式”的论著或文章中,大多将民主执政与科学执政、依法执政联系在一起论述,没有专门论述民主执政方式的文章。本文专门就我党的执政方式问题进行研究,并且采用了民主选举、民主决策、民主管理和民主监督四个角度进行论证,这正是本文的创新之处。
[Abstract]:China is a people's democratic dictatorship. As the ruling party, the ruling goal of the Communist Party of China is to guarantee and support the people to be the real masters of their own affairs. The democratic ruling mode is the foundation and essence of our party's ruling mode, so it plays an important role in the construction of our country's democratic politics. From this point of view, based on the existing problems and shortcomings of democratic governance, this paper tries to find out the ways and methods to perfect democratic governance. This paper adopts the idea of "putting forward problems-analyzing problems-solving problems", applies the basic theory of Marxism about the party construction, bases on the present situation of the ruling of the Communist Party of China, and probes into and studies the perfection of the democratic ruling mode of the Party. This paper first expounds the connotation of the Chinese Communist Party's ruling mode, defines the relevant definitions, and clarifies that it is the inevitable choice of our party to carry out the democratic government mode. Then talk about the challenge that our country democratic ruling way faces at present. The connotation and extension of the democratic ruling mode of the Communist Party of China are very big, one by one is too complicated, and it is very difficult to study deeply, so we focus on the four angles of democratic election, democratic decision-making, democratic management and democratic supervision. The last part is the specific ways and methods of perfecting the democratic ruling mode of the CPC. Democratic governance is a relatively broad category, it is a political concept, that is, the ruling party adopts all the ways and means to achieve its governing goal, and in this process tries to reflect the people's dominant position. To ensure that the people as masters, the ruling party to improve the democratic system, embodies the party's governing concept. Democratic governance is also a goal concept, that is, the Party should build itself into a democratic ruling party in the process of ruling through democratic ways and methods. The Communist Party of China is a Marxist political party. Only when the Party itself becomes a democratic ruling party, can democracy within the Party bring about democracy outside the Party, and thus better lead the people of the whole country in the construction of democracy and realize that the people are the masters of their own country. Democratic governance is still a concept of method, that is, the system, ways, methods and methods adopted by the ruling party in the process of ruling. The related works or articles only treat democratic governance as a general concept and do not distinguish it clearly. However, in most of the works or articles about "ruling mode", democratic governance and scientific governance are related to ruling according to law, but there is no article devoted to democratic governance. This paper is devoted to the study of the ruling mode of our Party, and adopts the four angles of democratic election, democratic decision-making, democratic management and democratic supervision, which is exactly the innovation of this paper.
