新形势下高校党内民主建设研究

【摘要】：党的十六大报告指出:“党内民主是党的生命。”党的十七大报告又提出:“党内民主是增强党的创新活力、巩固党的团结统一的重要保证。”这些重要论述深刻揭示了党内民主对于党的事业以及中国特色社会主义建设事业的重要性。党内民主是党的生活的根本原则、根本制度,对于执行党在社会主义初级阶段的基本路线,对于加强党的思想建设、端正党风都有着十分重要的作用。高等学校担负着促进先进生产力发展,繁荣社会主义文化,提高全民族素质的重任。在高校,加强党内民主建设,应该不断发现高校党内民主建设中存在的问题及其原因,确立高校党内民主建设的原则,并逐步确立高校党内民主建设的主要内容和目标,在探索的过程中不断完善高校党内民主建设的实现路径。新形势下高校党内民主建设的重要性及必要性:高等学校担负着促进先进生产力发展,繁荣社会主义文化,提高全民族素质的重任。在分析当前高等教育事业发展情况以及高校面临的新形势新环境的前提下,重点阐述了加强高校党内民主建设有利于促进党的高等教育事业的科学发展,有利于增强高校党组织的活力,有利于提高高校的核心竞争力,有利于加强高校的党风廉政建设,有利于推进教育民主、学术民主的发展进程,有利于构建有中国特色的现代化大学管理体系。新形势下高校党内民主建设存在的主要问题及原因:从党员的民主意识,党员的知情权、参与权、选举权和监督权的权利保障情况,和党代会、党委会制度三个方面分析了新形势下高校党内民主建设存在的主要问题,并剖析了这些问题产生的原因。高校党内民主建设的基本原则:立足党内民主建设,从高校实际情况出发,分析了在新形势下加强高校党内民主建设需要遵循的三个重要原则,即党的领导原则、民主集中制原则和高校法治原则,并对以上三个原则进行了简单的阐释。高校党内民主建设的主要内容与目标:从高校实际出发,近期高校党内民主建设内容涉及党内民主制度有机整体建设、高校党员民主权利维护保障机制建设、高校党内民主讨论环境建设、高校党内基层民主多种实现形式建设、党员特别是校、院领导干部民主理念、民主作风、民主习惯、民主方法建设、干部制度民主改革与建设等。新时期推进高校党内民主建设的实现路径:高校党内民主建设是一项重要工程,为了更好的推进高校党内民主建设的进程,积极探索了高校党内民主建设的实现路径,主要从强化高校党内民主意识、保障党员民主权利、建立健全高校民主制度三个方面,重点探讨加强高校党内民主建设的具体措施,以期更好的发展高校党内民主,进而促进高校事业的全面展开。
[Abstract]:The report of the 16th National Congress of the Party pointed out: "Party democracy is the life of the Party." The report of the 17th National Congress of the CPC also pointed out: "Inner-Party democracy is an important guarantee for strengthening the Party's innovative vitality and consolidating the Party's unity and unity." These important expositions deeply reveal the importance of inner-party democracy to the cause of the Party and the construction of socialism with Chinese characteristics. Inner-Party democracy is the fundamental principle and system of the Party's life, which plays a very important role in carrying out the Party's basic line in the primary stage of socialism, in strengthening the Party's ideological construction, and in rectifying the Party's style of conduct. Colleges and universities shoulder the responsibility of promoting the development of advanced productive forces, prospering socialist culture and improving the quality of the whole nation. In order to strengthen the construction of inner-party democracy in colleges and universities, we should constantly find out the existing problems and their causes in the construction of inner-party democracy in colleges and universities, establish the principles of inner-party democratic construction in colleges and universities, and gradually establish the main contents and objectives of the inner-party democratic construction in colleges and universities. In the process of exploration, we should improve the way to realize the democratic construction in colleges and universities. The importance and necessity of inner-party democratic construction in colleges and universities under the new situation: institutions of higher learning shoulder the important task of promoting the development of advanced productive forces, prospering socialist culture and improving the quality of the whole nation. Based on the analysis of the current situation of the development of higher education and the new situation and environment faced by colleges and universities, it is emphasized that strengthening the democratic construction within the Party is conducive to the scientific development of the higher education cause of the Party. It is conducive to enhancing the vitality of the Party organizations in colleges and universities, to improving the core competitiveness of colleges and universities, to strengthening the building of a clean and honest party style in colleges and universities, and to promoting the development of educational democracy and academic democracy. It is beneficial to the construction of modern university management system with Chinese characteristics. In the new situation, the main problems and reasons of the democratic construction in colleges and universities include the democratic consciousness of the Party members, the right to know, the right to participate, the right to vote and the right to supervise, and the Party Congress. This paper analyzes the main problems existing in the democratic construction of colleges and universities in the new situation from three aspects of the Party committee system, and analyzes the causes of these problems. The basic principles of the inner-party democratic construction in colleges and universities: based on the inner-party democratic construction and the actual situation of the colleges and universities, this paper analyzes three important principles that should be followed in strengthening the inner-party democratic construction in colleges and universities under the new situation, that is, the Party's leadership principle. The principle of democratic centralism and the rule of law in colleges and universities, and the above three principles are briefly explained. The main contents and objectives of the inner-party democratic construction in colleges and universities: proceeding from the reality of colleges and universities, the recent contents of the inner-party democratic construction in colleges and universities involve the organic whole construction of the inner-party democratic system, and the construction of the safeguard mechanism for the democratic rights of the party The construction of inner-party democratic discussion environment in colleges and universities, the construction of various forms of realizing democracy within the Party, the democratic concept, the democratic style, the democratic habits, the democratic method construction, the democratic reform and the construction of cadre system and so on of party members, especially the leading cadres in colleges and universities. In order to promote the process of inner-party democratic construction in colleges and universities, the way to realize the construction of inner-party democracy in colleges and universities has been explored actively in order to promote the construction of inner-party democracy in colleges and universities in the new period: the construction of inner-party democracy in colleges and universities is an important project. From three aspects of strengthening the democratic consciousness within the university, guaranteeing the democratic rights of the Party members and establishing and perfecting the democratic system of the university, this paper mainly discusses the concrete measures to strengthen the democratic construction within the university, in order to develop the democracy within the party of the university better. And then promote the overall development of the cause of colleges and universities.
