广西中小学教师资格考试改革研究

【摘要】:中小学教师资格考试是一种面向教师资格申请者的职业准入检测制度,是提高教师整体质量的重要保障,亦是促进我国基础教育事业发展的关键要素。随着教师专业化的发展,社会更加注重教师队伍质量的提升,要求教师队伍由“能教学”向“教好学”转变。而由于先前的中小学教师资格考试无法满足基础教育的发展需求,暴露出一系列问题,诸如考试组织不规范、考核不严、差别对待等问题,其考试有效性和公正性受到质疑,因此实施中小学教师资格考试改革已经成为教育事业发展的必然选择。当前,我国正在全面推进中小学教师资格考试改革,全国已经有28个省纳入到教师资格全国统考,实行统一的考试标准和考试大纲。广西壮族自治区于2012年实施中小学教师资格考试改革试点,至今已经过去了三年,当前广西考试改革的现状如何?在实施过程中存在哪些问题?未来考试改革的方向和路径在哪里?这是笔者关注和研究的课题。本文遵循“提出问题—分析问题—解决问题”的思路,运用文献分析法、问卷调查法、访谈调查法对广西中小学教师资格考试展开研究。笔者首先梳理中小学教师资格考试的发展历程,详细阐述其初步确立、过渡以及改革试点三个发展阶段。接着引用“三圈理论”的分析视角,分别从“价值”、“能力”、“支持”三个层面阐述中小学教师资格考试改革的价值取向。然后再根据实证调研的结果对广西中小学教师资格考试改革进行现状分析,梳理和归纳改革取得的成效、目标群体对考试改革的了解程度和态度以及改革对目标群体的实际影响,总结出考试改革存在价值取向偏离、制度不健全、考务管理不完善、群体支持度不够四个方面的问题。最后根据研究结果提出考试改革的路径和对策,要坚持公共价值的目标导向,完善制度层面的顶层设计,强化执行层面的实施能力,争取目标群体的广泛支持,旨在促进广西考试改革的不断完善和良性发展。通过对广西中小学教师资格考试进行历史、现实、未来三个维度的综合分析,得出以下结论:第一,相对于改革试点之前,当前广西中小学教师资格考试取得了一定的成效,在考务组织管理、教师选拔以及制度建设方面更加规范化;第二,“三圈理论”的分析框架适用于研究中小学教师资格考试,能够引导相关政府部门注重对“公共价值”、“执行能力”、“群体支持”的综合考虑,确保考试改革的顺利实施。第三,广西在实施考试改革的过程中依然存在很多问题和不足,诸如能力导向和专业化导向存在偏离,考试相配套的制度体系不健全,考务组织管理的各项工作细节亟待改进,考试实施的物质基础比较薄弱,考试改革得不到目标群体的广泛支持和配合等等。第四,未来广西中小学教师资格考试改革之路任重而道远,相关政府部门需要克服组织惰性,重塑公共价值的目标导向,抓好考试改革的顶层设计,构建“国标”和“省标”相结合的模式,规范考前培训机制和教育实习,改进考试组织机构,积极完善考务组织管理的各项工作,巩固考试实施的物质基础,加强考试制度的宣传和政策解读,促进考试服务主体多元化。
[Abstract]:Primary and secondary school teacher qualification exam is an occupation access detection system for teachers qualification applicants, is an important guarantee to improve the overall quality of teachers, is a key element to promote the development of basic education in our country. With the development of teachers' specialization, the society pays more attention to enhance the quality of Teachers, teachers from teaching requirements "to" teach well. "And because the teachers qualifying examination previously unable to meet the needs of development of basic education, exposed a series of problems, such as the organization of the examination is not standardized, not strict examination, the problem of difference, the effectiveness and fairness of the examination has been questioned, so the implementation of the reform of the teachers qualification examination the school has become an inevitable choice for the development of education. At present, our country is promoting the reform of the teachers qualification examination in primary and middle schools, the country has 28 provinces into the teacher qualification In the examination, unified examination standards and syllabus. In this paper, follow the "raise problems, analyze problems and solve problems" ideas, using literature analysis method, questionnaire survey method, interview survey method of Guangxi primary and secondary school teacher qualification exam is researched. Firstly, combing the development course of primary and secondary school teacher qualification exam, elaborated its preliminary establishment, transition and reform three stage of development. And then by the perspective of the three circle theory ", from" value "," ability "," support "three aspects of primary and secondary school teachers The value orientation of examination reform. Then according to the empirical research results of Guangxi primary and secondary school teacher qualification examination reform situation analysis, made to sort out and summarize the effect of the reform, the target group on the examination reform of the level of understanding and attitude and practical effect on the reform of the target group, summed up the examination reform value orientation deviation, system sound management is not perfect enough, four aspects of support groups. According to the research results and put forward approaches and Countermeasures of examination reform, adhere to the public value orientation, complete the top-level design level good system, strengthen the implementation of the implementation of the ability level, wide support for target groups, to promote the reform of examination in Guangxi continuous improvement and healthy development. In third, Guangxi in the implementation of the examination reform still exist many problems and deficiencies, such as ability oriented and professional guide there is a deviation from the examination system matching is not perfect, the organization of the examination management work of the details need to be improved, the material foundation test implementation is relatively weak, the examination reform is not widely support and cooperate with the target group and so on. Four, the future of Guangxi primary and middle school teachers' qualification examination reform has a long way to go, the relevant government departments need to overcome organizational inertia, reshape the public value orientation, grasp the top-level design examination reform, construction of "national standard" and "standard" combined model, specification test before training and education practice, the improvement of examination organization to actively improve the working mechanism, the organization of the examination management, consolidate the material foundation test implementation, strengthen the publicity and interpretation of the examination system policy, promote the diversification of the examination service subject.
