菏泽市农村中小学体育课程建设现状与发展对策研究

【摘要】:我国中小学的体育课程建设一直得到党和国家、社会各界、学校及家长的高度重视和关怀,由于历史和自然条件等客观因素的制约,菏泽市农村中小学的体育课程建设长期处于相对落后的状态,人们给予了更多的关心和期望。为了回应这种期待,本文选取了经济欠发达的鲁西南地区的菏泽市农村中小学的体育课程建设状况进行应用性研究。本文以2011版的《体育与健康课程标准》及《普通高中体育与健康课程标准(实验)》的实施为背景,结合近几年国务院及教育部的相关文件的落实情况,参考和借鉴了相关研究文献,以菏泽农村中小学体育课程建设为研究对象,全面地分析了其建设现状,找出了其存在的主要问题,剖析了其原因,总结了其建设特点与规律,提出了相应的对策与建议。本文通过文献资料法、问卷调查法、实地考察法、数据统计法等,对菏泽市二区七县的农村中小学体育课程建设现状进行分析,分别从"体育课程开展状况"、"对体育课程的认识现状"、"体育课师资状况"、以及"体育课程相关基础设施"等方面分别对小学、初中、高中学校展开调查,并获得了相应的数据和资料。调查结果显示,菏泽市农村中小学体育课程建设虽取得一定成效,但现状不容乐观:存在的主要问题是体育教学组织传统形式套用,组织形式比较单一,体育课程教学内容单调;学生对体育课程不够重视,师生之间的氛围不够和谐;体育教师的专业化水平不高、学历较低、体育学科核心素养不高;学校体育场地和设施建设滞后,基础设施条件不够完善。针对此类问题,本文分别从教育主管部门和学校等两个层面提出相应的对策和建议。作为菏泽市农村中小学的教育主管部门一是应当结合当前国家精准扶贫政策,加大对农村中小学体育课程资源及相关资源的投入;二是强化新课标实施力度,并通过新课标实施的监督考核,进一步推动农村中小学体育课程建设的规范化和长效化;三是注重辖区学校体育教师体育素养的培养,以不断提升体育教师的师德与体育技能。菏泽市农村中小学学校层面的对策,一是学校领导要高度重视体育课程建设;二是把落实体育新课标作为推进学校体育课程建设的基本依据和关键环节各学校应该针对新课标制定具体的《实施计划》;三是实施体育教学组织多文化;四是充分、合理利用校内外体育场地、设施,弘扬地方传统特色体育项目,尝试体育设施替代法;五是强化菏泽市农村中小学的体育师资队伍建设,建设一支数量充足,师德优秀、技能与体育素养较强的体育教师队伍;六是丰富教学内容,合理安排教学内容及运动量;七是强化全民健身、健康第一、终身体育等体育理念的培育,使其在中小学生中扎根牢固,终生受益。
[Abstract]:The construction of physical education curriculum in primary and secondary schools in our country has been highly valued and cared for by the Party and the country, all walks of life, schools and parents, because of the constraints of historical and natural conditions and other objective factors. The construction of physical education curriculum in rural primary and secondary schools in Heze City has been in a relatively backward state for a long time, and people have given more attention and expectation. In order to respond to this expectation, This paper selects the situation of physical education curriculum construction of rural primary and middle schools in Heze city, which is economically underdeveloped southwest of Shandong province, to carry on the applied research. This article uses 2011 edition of physical education and health curriculum standard and "ordinary senior middle school sports and health" The implementation of curriculum standards (experiments) is the background, Combined with the implementation of the relevant documents of the State Council and the Ministry of Education in recent years, this paper makes a comprehensive analysis of the present situation of the construction of the physical education curriculum in primary and secondary schools in Heze, taking the physical education curriculum construction in the rural areas of Heze as the research object. This paper finds out the main problems, analyzes the reasons, summarizes the characteristics and rules of its construction, and puts forward the corresponding countermeasures and suggestions. The present situation of physical education curriculum construction in rural primary and secondary schools in two districts and seven counties of Heze City is analyzed. Respectively from the aspects of "physical education curriculum development status", "understanding of physical education curriculum status", "physical education teachers", and "physical education curriculum related infrastructure" and other aspects of the primary school, junior high school, high school investigation, respectively, The results show that the construction of physical education curriculum in rural primary and secondary schools in Heze City has made some achievements, but the present situation is not optimistic: the main problem is the application of traditional forms of physical education teaching organization. The organization form is relatively single, the physical education course teaching content is monotonous, the student does not pay enough attention to the physical education curriculum, the atmosphere between the teachers and students is not harmonious, the specialized level of the physical education teacher is not high, the educational background is low, the physical education discipline core accomplishment is not high; School sports venues and facilities construction lags behind, infrastructure conditions are not perfect. This article separately puts forward the corresponding countermeasures and suggestions from the two levels of education department and school. As the education department of Heze rural primary and secondary schools, the first is to combine the current national policy of precision poverty alleviation. Second, strengthen the implementation of the new curriculum, and through the implementation of the new curriculum supervision and assessment, further promote the rural primary and secondary school physical education curriculum construction standardization and long-term effect; Third, pay attention to the cultivation of physical education literacy of school physical education teachers in the district, in order to continuously improve the teachers' ethics and sports skills. Heze rural primary and secondary school level of countermeasures, first, school leaders should attach great importance to the construction of physical education curriculum; Second, regarding the implementation of the new curriculum standard of physical education as the basic basis for promoting the construction of the school physical education curriculum and the key link that every school should formulate a concrete "implementation plan" for the new curriculum standard; third, to implement the multi-cultural organization of physical education teaching; and fourth, to make full use of the new curriculum. Make rational use of the sports venues and facilities in and out of the school, carry forward the sports items with local traditional characteristics and try to substitute sports facilities. Fifth, strengthen the construction of physical education teachers in rural primary and secondary schools in Heze City, and build an adequate number of sports teachers and excellent teachers' ethics. Physical education teachers with strong skills and sports literacy; sixth, enrich the teaching content, reasonably arrange the teaching content and amount of sports; seventh, strengthen the cultivation of sports concepts such as national fitness, health first, lifelong physical education, etc. So that it is firmly rooted in primary and secondary school students, life-long benefits.
