公正视域下我国初中基础教育改革研究

【摘要】:教育公正问题自古以来就受到人们不同程度的关注,它既是世界性难题也是我国教育发展和改革进程中的关键问题。基础教育在国民教育体系中处于基础性、先导性地位,因而对基础教育公正问题进行研究在我国教育研究领域中具有十分重要的意义。十八大报告中指出:“合理配置教育资源,重点向农村、边远、贫困、民族地区倾斜,支持特殊教育,提高家庭经济困难学生资助水平,积极推动农民工子女平等接受教育,让每个孩子都能成为有用之才。”十八大以来,党和国家为进一步推进我国教育公进行了许多有益的探索。初中教育阶段在基础教育中处于承上启下的关键地位,加强初中基础教育建设,促进初中基础教育公正发展,提升初中教育整体质量水平,对小学教育阶段教学成果的承接和高中教育阶段的奠基十分重要。从我国初中基础教育的改革实践来看,近些年改革总体趋向公正,发展势头良好,取得了一些积极的成就,教育公正迈出重大步伐。但是由于我国社会所处的发展阶段、历史遗留问题、利益博弈等原因,初中教育在整个基础教育中的发展还相对薄弱,不公正因素还很多。政策制定导向存在一定偏差,不同地区教育投入差距大,同一地区教育资源配置失衡、教育质量发展不均,教育腐败滋长等问题严重制约了初中教育公正的充分实现。确立公正的政策导向,建立初中教育均衡发展保障机制,完善初中教育经费投入机制,实现区域内初中教育资源共享,改革初中教育质量评价和学校考核制度,是我国初中基础教育公正得以充分实现的有力保证。
[Abstract]:Since ancient times, the issue of educational justice has been paid more and more attention to by people. It is not only a worldwide problem but also a key issue in the process of educational development and reform in China. Basic education is in a fundamental and leading position in the national education system. Therefore, the research on the justice of basic education is of great significance in the field of educational research in our country. The report of the 18 National Congress points out that "the rational allocation of educational resources should focus on rural, remote, poor and ethnic areas." Support for special education, raise the level of financial assistance for students from economically disadvantaged families, and actively promote equal access to education for children of migrant workers, so that every child can become a useful talent. "since the 18 National Congress, The Party and the government have carried out many beneficial explorations to further promote the public education in our country. The junior middle school education stage is in the key position of connecting the preceding and the following in the basic education, strengthening the construction of the elementary education in junior high school, promoting the fair development of the elementary education in the junior middle school. It is very important to improve the overall quality of junior middle school education, to carry on the teaching achievements in the primary education stage and to lay the foundation for the high school education stage. From the reform practice of the elementary education in our country, the overall reform trend is just in recent years. The momentum of development is good, some positive achievements have been made, and great strides have been made in educational justice. However, due to the stage of development in our society, the problems left over by history, the game of interests, and so on, The development of junior middle school education in the whole basic education is relatively weak, and there are many unfair factors. There are some deviations in the direction of policy making, the disparity of education investment in different regions, the imbalance of educational resources allocation in the same area, and the uneven development of education quality. Problems such as corruption in education seriously restrict the full realization of educational justice in junior high school. The establishment of fair policy guidance, the establishment of a guarantee mechanism for the balanced development of junior high school education, and the improvement of the investment mechanism of funds in junior high school education. The realization of regional junior high school education resources sharing, the reform of junior high school education quality evaluation and school assessment system, is our country junior high school basic education justice can be fully realized.
