【摘要】：随着我国非师范类院校教师培养职能的不断加强、教师社会选拔规模的日益扩张、师范院校非师范类专业设置的不断增长与教师队伍开放化建设的生态化时代要求大的背景下,我国也逐步实施了开放化的中小学教师队伍建设模式。纵观我国中小学教师队伍开放化建设的现状与历程,发现开放化的中小学教师队伍建设有利于优化中小学教师队伍结构、提升中小学教师队伍质量与改善中小学教育质量。虽然我国在开放化建设过程中取得了一定成效,但仍存在一些问题,这些问题表现为:中小学教师队伍开放化建设质量不高,教师资格认证制度存在漏洞,教师专业发展陷入非生态化困境,教师退出机制不全面,教师聘任制的贯彻不彻底与应用不完善。至此导致我国中小学教师队伍结构失调,质量偏低,专业发展不足,偏远、贫困地区仍缺少教师。而造成上述问题的成因有:我国对于中小学教师队伍开放化建设的“度”没有把握好,保守的中小学教师队伍建设观念与师范教育封闭性惯性的影响。要改变上述现状,则要对我国中小学教师队伍开放化建设进行一定的转型,具体对策包括以下四方面:第一是转变观念,明确中小学教师队伍开放化建设的历史必然性;第二是制定并完善相应的开放化教师队伍建设的政策;第三是建设开放化的高等教师教育体系;最后是面向全社会组建中小学教师队伍。
[Abstract]:With the continuous strengthening of teacher training function in non-normal colleges and universities, the scale of teachers' social selection is expanding day by day, under the background of the increasing establishment of non-normal majors in normal colleges and the ecological requirements of the construction of teachers' team opening up, Our country also gradually implemented the open primary and secondary school teacher troop construction pattern. Through a survey of the current situation and course of the construction of the open primary and middle school teachers in China, it is found that the open construction of the primary and secondary school teachers is conducive to optimizing the structure of the primary and secondary school teachers, improving the quality of the primary and secondary school teachers and improving the quality of the primary and Although some achievements have been made in the process of opening up to the outside world in China, there are still some problems, such as the low quality of the open construction of primary and secondary school teachers, the loopholes in the system of teacher qualification certification. Teachers' professional development is in a non-ecological dilemma, the withdrawal mechanism of teachers is not comprehensive, the implementation of teacher employment system is not complete and the application is not perfect. As a result, the teachers in primary and secondary schools in our country are in disharmony, poor quality, lack of professional development, remoteness and lack of teachers in poor areas. The causes of the above problems are as follows: our country is not sure of the "degree" of the open construction of the primary and middle school teachers, the conservative idea of the construction of the primary and middle school teachers and the influence of the closed inertia of the teachers' education. In order to change the situation mentioned above, we should make a certain transformation to the construction of opening up our primary and secondary school teachers. The concrete countermeasures include the following four aspects: first, we should change the concept and make clear the historical inevitability of the opening construction of the primary and middle school teachers; The second is to establish and perfect the corresponding policies for the construction of open teachers; the third is to build an open higher teacher education system; finally, to set up a contingent of teachers in primary and secondary schools in the face of the whole society.
