新加坡中小学国家认同教育研究

【摘要】:1965年建国以来,新加坡政府一直将民族振兴作为政府的工作重心,以其卓越的努力,创造了令人瞩目的经济奇迹。新加坡之所以成功,中小学国家认同教育功不可没。新加坡在进行现代化的过程中,国家认同教育并没有与工业化同步,建国后的新加坡中小学国家认同教育经历了醒悟阶段、纠偏阶段、定型阶段以及优化阶段四个发展阶段。1965--1979醒悟阶段,强调公民教育,颁布《学校德育与公民训练综合大纲》并改革了学校德育课程;1979—1991纠偏阶段,颁布了《道德报告书》,开始推行全面的道德教育,并以此为依据先后编写了《生活与成长》《好公民》这两本教材,以及在学校开设宗教课程和儒家伦理课程;1991—1997定型阶段,提出了“共同价值观”,并对小学《好公民》教材进行修订,并颁布《公民与道德教育大纲》;1997—至今优化阶段,实施国民教育,颁布《公民与道德教育课程标准》,自2000年开始使用新的教材《公民与道德教育》,2014年颁布了中小学《品格与公民教育课程标准》,推行品格与公民教育。依据中小学生的年龄层次将《生活与成长》《公民与道德教育》《品格与公民教育课程标准》中的目标与内容都分为小学阶段和中学阶段,其中目标是层次分明的,内容是集中统一的,就是培养学生的国家意识。新加坡学校通过设置相关课程、多样化的课外活动、社区服务行动计划、社会环境的熏陶等途径以及采取价值澄清法、文化传递法、设身处地考虑法、道德认知发展法等多种方法,以确保中小学国家认同教育得到实效。综上所述,新加坡中小学国家认同教育具有国家意识的主导性、传统价值观的创新性、东西文化的融合性、目标与内容的层次性和渐进性、形式的多样性和实践性等特色,进而得出了对我国的启示:发挥学校主渠道作用,切实加强国家意识教育;弘扬中华民族传统文化,丰富国家认同教育的内容;根据中小学生身心发展的特点,国家认同教育逐层递进;注重教育实践,强化学生的国家意识。
[Abstract]:Since the founding of Singapore in 1965, the government of Singapore has always regarded national revitalization as the focus of its work, and has created a remarkable economic miracle with its outstanding efforts. The success of Singapore is due to the recognition of education in primary and secondary schools. In the process of modernization in Singapore, the education of national identity has not been synchronized with industrialization. After the founding of the people's Republic of China, the education of national identity in primary and secondary schools in Singapore has gone through the stage of awakening and correcting deviations. The four stages of development, namely, the formalization stage and the optimization stage, during the wake up stage, emphasized civic education, promulgated the Comprehensive outline of moral Education and Citizen training in Schools, and reformed the curriculum of moral education in schools in 1979-1991. With the promulgation of the moral report, the implementation of comprehensive moral education, and based on this, the two textbooks "Life and growth" and "good Citizen" were compiled successively, as well as the initiation of religious courses and the Confucian ethics curriculum in schools during the 1991-1997 formalization stage. Put forward "common values", revise the teaching material of "good Citizen" in primary school, and promulgate the outline of Citizen and morality Education from 1997 to the present, and carry out national education. The Curriculum Standard of Citizen and moral Education was promulgated, the new textbook Citizen and moral Education was used since 2000, and the Curriculum Standard of character and Citizenship Education was promulgated in 2014 to carry out character and Citizenship Education. According to the age level of primary and middle school students, the goals and contents of "Life and growth", "Citizen and moral Education" and "Curriculum Standards of character and Civic Education" are divided into primary stage and middle school stage. The content is centralized and unified, that is to cultivate students' national consciousness. Schools in Singapore have adopted value clarification, cultural transfer, and situational considerations through the provision of relevant courses, diversified extracurricular activities, community service action plans, influence of the social environment, and so on. Moral cognitive development law and other methods to ensure the national identity of primary and secondary education to achieve practical results. To sum up, Singapore's primary and secondary school countries recognize that education is characterized by the leading role of national consciousness, the innovation of traditional values, the integration of eastern and western cultures, the level and gradual nature of objectives and contents, the diversity and practicality of forms, etc. The enlightenment to our country is to give full play to the role of the school as the main channel, to strengthen the education of national consciousness, to carry forward the traditional culture of the Chinese nation, to enrich the content of the national identity education, and to promote the characteristics of the physical and mental development of the primary and middle school students. The state identifies with the progressive development of education, pays attention to educational practice and strengthens students' national consciousness.
