京沪中小学教师队伍建设经验及其对广州的启示

【摘要】:通过比较发现,广州市中小学专任教师总量不足,高学历、高职称比例偏低。京沪穗三市把生师比、学历等纳入了教育规划纲要,京沪两市还构建了相对完善的教师队伍建设政策文本体系和政策执行机制,并以督政为重点,加强对教育规划纲要实施情况的监督考核,促进了规划目标的达成;广州市由于缺乏市本级的督导评估指标体系,降低了政策的实施效果。建议广州市健全教师队伍建设政策体系;加大财政投入,优化投入结构,重点倾斜教师待遇保障,以及乡村教师、民办教师队伍建设;以教师编制改革、教师准入制度健全、激励政策的系统构建、领军人才队伍建设为抓手,深化人事制度改革;重视对政策实施过程的组织协调、监督评估、宣传调整、奖励问责等机制建设;健全决策咨询机制,提高教师队伍建设政策决策的科学化、民主化、专业化水平。
[Abstract]:It is found that the total number of full-time teachers in primary and secondary schools in Guangzhou is insufficient, the proportion of high professional titles is low. The three stock markets of Beijing, Shanghai and Guangzhou have incorporated the ratio of students to teachers and education qualifications into the outline of education planning. The two stock markets have also constructed a relatively perfect policy text system and policy implementation mechanism for the construction of the contingent of teachers, with the emphasis on the administration of government. To strengthen the supervision and assessment of the implementation of the educational planning outline, to promote the achievement of the planning goals, and to reduce the effect of the implementation of the policy because of the lack of an index system of supervision and evaluation at the municipal level in Guangzhou. It is suggested that Guangzhou should improve the policy system of teachers' construction, increase financial input, optimize the structure of input, focus on the protection of teachers' treatment, and build a contingent of rural teachers and private teachers. The systematic construction of the incentive policy, the construction of the leading personnel force, the deepening of the reform of the personnel system, the emphasis on the organization and coordination of the policy implementation process, the supervision and evaluation, the promotion and adjustment, and the encouragement and accountability mechanism, and the improvement of the decision-making consultation mechanism, We should improve the scientific, democratic and professional level of policy decisions in the construction of teachers' ranks.
