乡镇初级中学“七五”普法教育研究

【摘要】:我国青少年法治教育与全面依法治国的要求之间还存在一定差距,乡镇初级中学的法治教育更是法治教育的薄弱环节。法治认知能力欠缺导致的校园暴力、校园欺凌、人身侵权事件时有发生。2016年是“七五”普法规划的开局之年,2016年4月份,中共中央、国务院转发了《中央宣传部、司法部关于在公民中开展法治宣传教育的第七个五年计划(2016-2020年)》,对法治宣传教育工作做出了具体部署和阐释,明确提出“七五”普法教育的对象重点是领导干部和青少年。通知要求坚持从青少年抓起,把法治教育纳入国民教育体系,引导青少年从小掌握法律知识、树立法律意识、养成守法习惯。在普法教育开展过程中,乡镇初级中学的普法教育作为“七五”普法规划的一部分,是“七五”普法规划的重要组成部分。乡镇初级中学在普法教育中对法律的认知和法治意识的构建,为进一步培育法治信仰打下基础。本文按照“七五”普法教育的基本要求,结合乡镇初级中学现实状况,讨论乡镇初级中学普法教育从开展以来取得的成就和存在的不足,进而探讨解决乡镇初级中学“七五”普法教育问题的可行途径。论文分为四个部分:第一部分为绪论,主要对研究背景、国内外研究现状、研究意义和研究方法进行阐述,国内外的文献研究,为乡镇初级中学“七五”普法教育提供借鉴;第二部分,对普法教育、乡镇初级中学“七五”普法教育进行概念界定,阐述“七五”普法规划的任务和意义,区分乡镇初级中学“七五”普法教育中的主体和对象。主体和对象的区分是为了更好的在乡镇“七五”普法教育中明确划分责任内容,更好的落实乡镇初级中学“七五”普法教育的目标;第三部分,根据调研所得数据,结合乡镇初级中学在普法教育开展以来获得的经验,明晰普法教育取得的成就,阐述乡镇初级中学在“七五”普法教育中存在的形式主义、缺少后续应用性、普法教育实效性不理想和青少年违法犯罪现象依然严峻的问题。辨析乡镇初级中学在“七五”普法过程中面临的问题的原因,原因包括普法教育者法治意识不足、课程形式偏向应试教育、乡镇中俗成的伦理道德冲突和心理健康监护机制缺位,进而探寻解决问题的途径;第四部分,针对乡镇初级中学“七五”普法教育中存在的问题,提出提高普法教育认知、创新普法教育方式、注重普法教育实效、完善普法教育机制的解决途径,以便受教育者对教育内容从知、情、意、信、行的维度加以把握,规划乡镇初级中学的“七五”普法教育,使乡镇初级中学“七五”普法教育在教育认知、教育内容、教育形式和教育实践中有所获益,为青少年法治意识的知行合一创建良好平台。通过本文可以了解普法在乡镇初级中学的开展现状,及面对“七五”普法教育,在乡镇初级中学开展过程中面临的问题,探知解决路径,因而具有理论意义和实践价值。
[Abstract]:There is a certain gap between China's juvenile rule of law education and the requirement of comprehensive country by law, and the rule of law education in township and township schools is the weak link of the rule of law education. Campus violence, campus bullying and physical abuse occur frequently due to the lack of cognitive ability of the rule of law. In 2016, "Seven Five" In April 2016, the Central Committee of the Communist Party of China and the State Council forwarded the seventh five-year plan (2016-2020) concerning the publicity and education of the rule of law in citizens. "Seven Five" The main focus of Pufa's education is to lead cadres and young people. The notice requires that the young people grasp the rule of law, integrate the rule of law education into the national education system, guide the young people to master the legal knowledge from childhood, set up legal consciousness and form the habit of law-abiding. In the course of Pufa's education, the Pufa education in the middle school of town and town serves as" Seven Five "A part of the general planning process." Through this paper, we can know the present situation of Pufa's middle school in town and township, and face it. "Seven Five" Pufa education has theoretical significance and practical value to solve the problems faced in the course of middle school education in township and township level.
