美国公立中小学教师聘任制度研究
[Abstract]:In the personnel management of teachers, the teacher appointment system occupies an important position. Whether the system is perfect or not only has an important impact on the personnel system of the school, but also can appoint better and more suitable teachers for the school, which will not only improve the performance of students, but also improve the quality of education. As a developed country, the United States is in the forefront of the international economy, military, education and so on. Its teacher appointment system has a long history. In its long process of development, the United States has always been very concerned about the quality of education. Therefore, the system has been relatively sound in the continuous supplement and reform. First of all, combined with the current situation of public primary and secondary school teacher appointment in the United States, this paper systematically analyzes the development process of American public primary and secondary school teacher appointment system. The appointment system of public primary and secondary school teachers in the United States has gone through three stages: birth, growth and maturity. From the beginning, the right to appoint teachers is in the hands of the church to the school district education committee, and the standard of appointing teachers is also constantly improved and improved. Secondly, it expounds the theoretical basis of American public primary and secondary school teacher appointment system, that is, human resource management and teacher professional standard theory. Through the study of the two theories, human resource management mainly focuses on how the American public primary and secondary school teacher appointment system develops its human resources and the process of appointing primary and secondary school teachers. The theory of teachers' professional standards provides the basis for the standards used in the employment of primary and secondary schools. Thirdly, this paper systematically analyzes the content system of the appointment system in American public primary and secondary schools, and finds out the characteristics of the system, that is, the teacher qualification appraisal organization and the teacher appointment organization each perform their respective duties, and the headmaster has the decision-making power. The process of employing public primary and secondary school teachers in the United States is legalized and open. Finally, combined with the situation of public primary and secondary school teacher appointment system in China and the characteristics of American public primary and secondary school teacher appointment system, this paper expounds the enlightenment of American public primary and secondary school teacher appointment system to our country. The main manifestations are as follows: (1) enrich the standard theory of teacher appointment; (2) enrich the way of teacher assessment; (3) standardize the contract of teacher appointment.
