政府信息公开中领导力的四维表征

【摘要】：政府信息公开与否、公开到何种程度,领导及其领导力是一个不可忽视的要素。领导者在政府信息公开过程和很多环节具有决定性话语权。话语权既是政府信息公开自由裁量权的外化形式,又是自由裁量权的支撑。自由裁量权是政府信息公开中领导力的整体表征;理解力是一种软权力,是政府信息公开中领导力的个体表征;控制力是一种硬权力,是政府信息公开中领导力的纵向层级间的表征;协同力是一种横向的跨界领导力,是政府信息公开中领导力的横向表征。
[Abstract]:Whether or not government information is open, to what extent, Leadership and its leadership are an important element that can not be ignored. Leaders have a decisive right to speak in the process of government information disclosure and in many links. The right to speak is an externalized form of the discretionary power of government information disclosure. Discretion is the overall representation of leadership in the publicity of government information, understanding is a soft power, it is an individual representation of leadership in the disclosure of government information, and control is a kind of hard power. Synergy is a kind of horizontal cross-border leadership, which is the horizontal representation of leadership in government information disclosure.
