【摘要】:在人口老龄化不断加剧,家庭规模逐渐缩小的情况下,旧经济体制下由国家完全负责的社会福利事业,如今不能满足老年人逐渐增长的,在物质和精神等方面的要求。目前单一的养老方式已远不能满足现今老年群体的养老需求。因此,推进社会福利社会化,完善我国的福利体系已刻不容缓。老龄服务产业的市场化和民营化是我国市场经济发展的必然趋势,但是公办养老机构体制僵化,民办养老机构发展分布不均、对老人需求适应性差,使民营小微养老机构能够发挥自身特点弥补公办养老机构和大型民营养老机构在功能上的不足,帮助完善养老服务体系。本文在吉林省人口老龄化和政府提出民营养老机构小型化改革的背景下,以吉林省民营小微养老机构为研究对象,通过文献分析法、问卷调查法和访谈法对吉林省民营小微养老机构的硬件设施、护理人员、经营状况等方面进行调查分析。通过对吉林省民营小微养老机构的调查研究发现,在人口老龄化、老人需求多样化以及对家文化的需求增加的背景下,民营小微养老机构有其自身的优势。但是,在目前的状况来看,小微养老机构在竞争中仍处于劣势:硬件条件较差、管理不规范、抗风险能力差以及人力资源不足等限制了民营小微养老机构的发展。造成这些问题的主要原因是:民营小微养老机构在发展过程中缺少必要的社会支持、机构专业化程度低、机构定位不明确、护理人员待遇差等,针对这些问题及原因,提出如下解决对策:注重专业人才培养,注重养老服务品质、加强政府监管,规范机构运营、发挥小微优势,引导机构准确定位、加快政策落实,深化社会支持。
[Abstract]:With the aging of the population and the gradual reduction of family size, the social welfare undertakings under the old economic system, which are entirely responsible for the state, can not meet the demands of the elderly in material and spiritual aspects. At present, a single old-age way can not meet the needs of the old age group. Therefore, it is urgent to promote the socialization of social welfare and improve the welfare system of our country. The aging service industry market and privatization is the inevitable trend of the development of the market economy of our country, but the public pension institutions rigid system, the development of private pension institutions, the uneven distribution of the needs of the elderly poor adaptability, so that small and micro private pension institutions can play their own characteristics to make up the lack of public office of pension institutions and large private pension institutions in function and help improve the pension service system. This small private pension institutions reform in the aging population in Jilin province and the background of government in Jilin Province, small and micro private pension institutions as the research object, through literature analysis, questionnaire and interview in Jilin Province, small and micro private pension agency facilities, nursing staff, operating conditions and other aspects of the investigation analysis. Through the investigation and study of private small and micro pension institutions in Jilin Province, we find that under the background of aging population, elderly needs and increasing demand for family culture, private small and micro pension institutions have their own advantages. However, in the current situation, small and micro pension institutions are still at a disadvantage in competition: poor hardware conditions, poor management, poor risk tolerance and insufficient human resources restrict the development of private small and micro pension institutions. The main reasons for these problems are: small and micro private pension institutions lack the necessary social support, the degree of specialization, organization mechanism of low positioning is not clear, poor treatment of nursing staff in the development process, to solve these problems and the reasons, put forward the following countermeasures: pay attention to the talents cultivation, pay attention to the pension service quality, strengthen the government supervision, regulatory agencies, small and micro operation play advantage, accurate positioning, guide the institutions to accelerate the implementation of the policy, the deepening of social support.
