【摘要】:公务员作为我国政府机构管理体系中重要的执行角色,承担着社会管理与服务的责任。近年来,伴随我国社会经济文化水平的不断提高,我国政府从管理型向服务型转变深化推进,社会监督体系不断完善。公务员作为国家行政权力的执行者,其工作方式也随之发生了较大变化,因此公务员面临着越来越大的工作压力。我国女性公务员人数众多,在全部公职人员中占很大比例。女性独特的生理、心理特征及中国女性面临的特殊历史背景、社会环境、文化观念共同造就了中国女性公务员工作压力的特殊性。同时,由于女性在社会和家庭分工中承担的重要作用,这种压力也会进一步影响整个公共管理组织甚至整个社会的效能和效率。因此,为女性公务员提供稳定的、有针对性的压力纾解渠道,不仅可以提高其工作效率和心理健康水平,也对提高我国公共事业管理水平具有非常深远的影响。如何缓解女性公务员面临的特殊工作压力已经成为我国加快政府职能转变,深化服务型政府建设过程中不可回避的重要问题。我国学者目前对于工作压力的研究对象主要集中于学生、教师、外企职工等群体。近年来,对公务员的压力研究受到越来越多的重视,但是针对女性公务员这一特殊群体的压力研究还处在起步阶段。本文以较为成熟的心理学、社会学、公共管理学等领域对工作压力问题研究成果的基础上,从女性视角出发,对女性公务员承受的压力源进行探索,分析问题产生的主要原因和背景,并针对女性特点提出管理策略。这项研究是结合了心理学与公共管理的跨学科复合研究,不仅丰富了公共管理理论,拓展了人力资源管理的应用外延,而且具有深远的实践意义。
[Abstract]:The role of the civil service as an important executive agencies of the Chinese government management system, undertakes the social management and service responsibilities. In recent years, along with the social economic and cultural level of our country continues to improve, the Chinese government changes from management to service to promote the deepening of social supervision, and constantly improve the system of civil servants. As the executor of the national administrative power the way of working, also changed greatly, so the civil service is facing more and more pressure. The number of female civil servants in our country are numerous, accounted for a large proportion in all public officials. The women's unique physiological and psychological characteristics of the special historical background, and Chinese facing women's social environment, cultural concept to create a special the pressure of Chinese female civil servants work. At the same time, because of the important role of women in society and family division of labor, this pressure will further affect the entire public Total management effectiveness and efficiency of the organization and even the whole society. Therefore, to provide stability for female civil servants, targeted pressure relief channels, not only can improve the working efficiency and the level of mental health, but also has great impact on improving China's public management. How to alleviate the work pressure of special female civil servants face already as to accelerate the transformation of government functions in China, an important question in the process of deepening the construction of service-oriented government. Chinese scholars study the working pressure mainly focus on students, teachers, foreign workers and other groups. In recent years, more and more attention to the research of civil servants pressure, but the study on this special groups of female civil servants pressure is still in its initial stage. Based on the mature psychology, sociology, science and other fields of work pressure and asked the public management Based on the results of research, from the perspective of women, female civil servants bear on the source of stress is studied, the main reasons and background, and put forward the management strategies for women. This study is a combination of interdisciplinary psychology and public management of complex research, not only enrich the theory of public management, expand the application of extension of human resource management, but also has far-reaching practical significance.
