青岛市军转干部安置存在的问题及改进对策研究

【摘要】：国家部队军转干部转业回到地方政府、企业工作,是我们国家和军队多年来的一项要制度,也是一项重要政治任务。2001年我国颁布实行了《军队转业干部安置暂行办法》,形成了计划分配和自主择业两种安置模式。大批军队转业干部得到恰当的安置,为所在地社会经济的发展做出了重要的贡献。随着国防和人才使用制度改革的不断深入,原先实行的计划性安置政策与人力资源配置日益市场化之间的冲突愈来愈突出,军转干部的安置工作遇到了诸多新的问题和新的挑战。青岛市作为我国东部的沿海驻军重镇,近年来部队转业干部安置人数持续增加,安置压力与日俱增。如何做好新时期军转干部安置工作,取得军队、地方和军转干部本人“三赢”的局面,成为摆在青岛市军转安置工作面前的一道亟待解决的课题。本文对青岛市2014年以来的军转干部安置工作做了具体的研究,包括安置政策、程序、好的经验、一些存在的安置过于集中、计划安置比例过高、安置渠道过于单一、自主择业激励机制执行不到位、军转干部管理服务不到位等问题的原因进行剖析,并参照公共管理学的有关理论,借鉴了欧美等国的一些经验和政策,提出了青岛市军转干部安置工作的改善方案。最后,本文对青岛市军转干部安置工作提出了建立健全军转干部的退役制度保障、降低军转干部的自主择业门槛、引导军官转业安置走向市场化、加强等军转干部教育培训力度等意见建议,为进一步完善和改革青岛市的军转干部安置工作提供理论支持。
[Abstract]:The National Army demobilized cadres returned to the local government, enterprise, is our country and army over the years to a system, but also an important political task in China.2001 has promulgated and implemented the "Interim Measures for resettlement of demobilized officers", formed a plan and choose two large number of demobilized cadres resettlement mode. Properly placed, made an important contribution to the local social and economic development. With the use of national defense and the personnel system reform, and the conflict between the original plan of the resettlement policy and human resource allocation in the growing market of more prominent, the resettlement of demobilized cadres has encountered many new problems and new challenges. As China's Qingdao City, the eastern coastal military town in recent years, increasing the number of troops demobilized cadres resettlement, resettlement pressure. How to grow with each passing day in new period in Transfer cadres resettlement work, made the military, local and demobilized cadres I "win win win", has become urgent in front of Qingdao city resettlement a lesson. The placement of demobilized cadres in Qingdao city since 2014 to do specific research, including resettlement policies, procedures, good experience, some the resettlement plan is too concentrated, for the high proportion of resettlement channels over a single, self employment incentive mechanism implementation is not in place, analyze the reason of demobilized army cadres management services are not in place and other issues, and referring to the related theory of public management science, from a number of European and American countries experience and policy, proposed the improvement scheme of Qingdao city the resettlement of demobilized cadres. Finally, this paper proposes the establishment of a sound system of retired army cadres in Qingdao military officer resettlement work, reduce the self employment of demobilized The threshold, guide the demobilized officers resettlement of demobilized army cadres to the market, opinions and suggestions to strengthen education and training efforts, to provide theoretical support for the placement of demobilized cadres work to further improve and Reform in Qingdao city.
