【摘要】:大学生村官是党中央做出的一项重大决策,是加强基层建设,缓解大学毕业生就业压力,培养党政干部队伍后备人才,培养各行各业优秀人才的重大举措。2008年,中组部和教育部、人力资源保障部门联合下发《关于选聘高校毕业生到村任职工作意见》的文件,计划利用5年的时间,完成选聘10万大学生的规划。截止2015年,全国共选聘大学生村官137898人。全文分为四个章节:第一章绪论,对本文的研究背景进行了总结和归纳;引出研究的目的、意义,以及国内外的研究现状。大学生村官政策自实施以来,对整个经济社会发展起到了不可替代的作用,同时在基层也涌现出来一批批优秀的大学生村官,扎根基层、扎实工作,帮助农民脱贫致富。但大学生村官届满后职业发展不乐观现象日益突出。因此本文在国内研究结果的基础之上,借鉴国外关于促进大学毕业生到农村就业创业的经验,对大学生村官的职业发展提出意见和建议,具有现实意义。通过问卷调查、走访访谈和因子分析相结合的方法,对大学生村官的现状以及在职业发展中存在的问题进行分析。第二章论述我国大学生村官政策形成背景和实施过程。村官政策的实施是新农村建设的需要、是缓解高校毕业生就业难问题的需要、是巩固党的执政基础的需要。我国大学生村官政策的实施经历了萌芽、发展和壮大阶段。安徽省政府也积极响应党中央号召、贯彻中央决定,2008年起累计选拔了一批优秀的高校毕业生到全省各个村担任村党支部书记助理或村委会主任助理职务。截止2016年,安徽省大学生村官数量逐年递增,但也遇到了一些实际问题。第三章对安徽省大学生村官政策进行了解读。虽然村官政策已逐步完善,但在具体实施过程中仍然出现了不足之处,表现在:大学生村官的福利待遇较低,工作积极性不高;大学生村官自身存在能力缺陷,工作效率低;角色定位不清晰,"边缘化"现象严重;职业前景不明朗,不愿扎根农村。通过问卷设计和分析,将影响大学生职业发展的因素归纳为以下六点:报考动机不纯、培训形式化、工作效能低、工作职能模糊不清、工资待遇低、缺乏明确的职业规划。第四章构建大学生村官职业规划的具体措施。伴随着大学生村官政策的逐步完善,届满大学生村官的出路问题成为了社会关注的热点问题。安徽省大学生村官享受的主要政策待遇有五个方面:创业、考取公务员、继续留任、升学、再次择业。五种选择中,再次择业成为大学生村官的一种无奈选择。无论是哪种出路,做好未来的职业发展规划对于大学生村官以及当地政府都具有极为重要的意义。

The implementation of the village official policy is the need of the new rural construction. The work function is vague, the salary is low, the lack of clear career planning. 4th chapter of the construction of college students village official career planning specific measures. With the gradual improvement of college student village official policy. The outlet of the university student village official has become a hot issue of social concern. The main policy treatment enjoyed by the university student village official in Anhui Province is five aspects: starting a business, obtaining a civil servant, continuing to stay in office, and advancing to school. Of the five choices, choosing a career again has become a kind of helpless choice for university students' village officials. No matter which way out. It is of great significance for college students' village officials and local governments to make a good career development plan in the future.
