【摘要】:近几年来矿山民爆行业受外部环境的持续影响,在经济下行、产能过剩、市场严峻等多重考验下,整个行业的发展逐渐陷入各种困境,这让一直致力于成为国内矿山民爆行业领导者的H公司面临前所未有的挑战。H公司要获取持续的竞争优势,实现转型升级,必须拥有一支稳定、精干的专业骨干和核心技术队伍。在这一关键阶段,需要关键的人才,如技术骨干、营销队伍等快速成长起来。这就需要对这些群体进行加速培养。而任职资格管理体系正是基于企业战略规划,以满足企业的发展需求为前提,将人配置到企业所需要的位置,从而实现企业人力资源成本投入效用的最优化。任职资格管理体系的建立,可以有效地改进企业的人力才队伍建设中各项工作中的不足,形成合力助推企业可持续发展。本文通过研究任职资格管理体系的有关理论和国内外相关文献,结合H公司技术人员管理的现阶段情况,通过问卷调查和深度访谈,分析H公司技术人员任职资格管理中存在的问题,提出通过对任职资格评审体系的管理机构、建设多通道发展路径、细化技术人员任职资格标准、优化评审流程等方面完善H公司技术人员任职资格管理体系,并进一步说明了H公司技术人员任职资格管理体系在招聘管理、薪酬管理、培训管理等工作的有效应用,提高人力资源管理效能,强化企业的竞争优势。
[Abstract]:In recent years, the mining civil explosion industry has been continuously affected by the external environment, in the economic downturn, overcapacity, severe market and other tests, the development of the entire industry gradually fell into a variety of difficulties. This makes H Company, which has been committed to become the leader of the domestic mine explosion industry, face unprecedented challenges. In order to obtain the sustainable competitive advantage and realize the transformation and upgrade, H Company must have a stable. Lean professional backbone and core technical team. At this critical stage, the need for key personnel, such as technical backbone. Marketing team and other rapid growth. This needs to accelerate the training of these groups. And the position qualification management system is based on enterprise strategic planning to meet the development needs of enterprises as the premise. In order to realize the optimization of the cost and utility of the enterprise's human resources and the establishment of the qualification management system, the human resources should be allocated to the position needed by the enterprise. It can effectively improve the shortcomings in the construction of human talents in enterprises, and form a joint effort to promote the sustainable development of enterprises. This paper studies the relevant theory of position qualification management system and relevant literature at home and abroad. Combined with the current situation of H company technical personnel management, through questionnaires and in-depth interviews, analyzes the H company technical personnel qualifications management problems. Put forward to improve H company technical personnel qualification management system through management organization of qualification evaluation system, construction of multi-channel development path, refinement of technical personnel qualification standards, optimization of evaluation process and other aspects. Furthermore, it explains the effective application of the technical personnel qualification management system of H Company in recruitment management, salary management, training management and so on, so as to improve the efficiency of human resource management and strengthen the competitive advantage of enterprises.
