【摘要】：随着国民经济的快速增长,电力企业中普遍采取多项目管理这种方式,站在整个企业层面上,对所有的项目进行筛选、评估、优化人力资源配置,力求调动人力资源的积极性和主动性,以期做到人尽其才、才尽其用,保证顺利完成项目的特定目标。保证企业生产与飞速发展的社会需求相匹配,同时能使企业所属资源能够得到最大化的优化利用,节省企业运行资本需求,减少运行消耗,提高生产收益。本文综合研究目前国内外多项目管理和人力资源配置的理论,梳理并总结多项目环境下人力资源优化配置的相关理论,分析A水电厂在多项目人力资源配置管理工作中存在的问题。通过对人力资源现状进行全盘调查,建立员工信息库,对员工进行了分级分类动态管理;筛选确定项目的优先级,设计合理的组织机构以适应各项目之间的人力资源调配及组织管理;建立高效配套的薪酬与考核激励体系,并完善培训提升和人才管理体系,为A水电厂多项目管理中的人力资源配置服务。本文将理论用到实际多项目管理中,合理处理好人与事的关系,确保人岗匹配,充分调动员工的积极性、创造性,有利促进优秀人才脱颖而出,从而缩短项目工期、提升工作质量、降低成本,为企业的快速成长和多项目高效运作提供有力保障,取得了较好的结果。
[Abstract]:With the rapid growth of the national economy, multi-project management is widely adopted in electric power enterprises. At the level of the whole enterprise, all projects are screened, evaluated and human resource allocation is optimized. Strive to mobilize the enthusiasm and initiative of human resources, with a view to achieve the best use of human resources, to ensure the smooth completion of the specific objectives of the project, to ensure that enterprise production and rapid development of social needs match. At the same time, it can maximize the optimal use of the resources owned by the enterprise, save the operating capital requirements of the enterprise, and reduce the operation consumption. This paper synthetically studies the theories of multi-project management and human resource allocation at home and abroad, and summarizes the related theories of optimizing human resources allocation in multi-project environment. This paper analyzes the problems existing in the multi-project human resource allocation management in A hydropower plant. Through the overall investigation of the present situation of human resources, the employee information database is established, and the employees are managed dynamically by classification and classification. Select and determine the priority of the project, design a reasonable organization to adapt to the allocation of human resources between projects and organizational management; Establish an efficient matching salary and examination incentive system, and improve the training promotion and talent management system, for A hydropower plant multi-project management of human resources allocation services. This paper applies the theory to practical multi-project management. Reasonably handle the relationship between people and things, ensure the matching of people and posts, fully mobilize the enthusiasm and creativity of employees, help to promote the outstanding talents to stand out, so as to shorten the duration of the project, improve the quality of work, and reduce the cost. It provides a strong guarantee for the rapid growth of enterprises and the efficient operation of multi-projects, and achieves good results.
