泰兴市乡镇卫生院人力资源配置的现状及对策研究

【摘要】:在一个国家的卫生系统中,至少有三种资源(财力、物力和人力)的投入对于卫生行业的运行至关重要。其中,卫生人力资源相对于其他的卫生资源而言具有决定性意义。乡镇卫生院卫生技术人员是农村卫生工作的主要承担者,承担着本区域医疗预防保健服务和乡村医生业务技术指导工作。作为国家公共卫生体系的重要组成部分和农村卫生服务网络的枢纽,卫生人力资源的整体素质和能力状况对农村卫生工作的有效开展具有重要影响。乡镇卫生院人员的匮乏严重制约着农村卫生事业的可持续发展,而在既有的人力资源条件下,如何加以合理而科学地配置最为关键。这对于缓解农村因卫生人力资源配置不足而导致的农村居民“看病难”、“看病贵”等问题,促进农村卫生服务事业健康稳定发展起着积极作用。本文首先通过查阅和搜集有关泰兴市乡镇卫生院人力资源配置的文献资料,做好调查前的理论准备;然后在各类资料库中,学习和参考有关乡镇卫生院改革、发展及其影响因素的文献,搜索关于全国以及部分省市地区关于乡镇卫生院人力资源配置问题研究的相关文章进行整理;最后,将近几年泰兴市乡镇卫生院医务人员的统计数据进行收集整理,并结合作者自己的实地访谈,对卫生院人才队伍建设情况进行梳理与分析,总结个中的存在问题,分析问题背后的原因,进而提出相应的对策建议。从我们的研究结果来看,目前泰兴市乡镇卫生院在人力资源方面存在的主要问题是卫生人员总体数量不足,人员年龄结构老化,专业结构比例失调,学历结构偏低,高级人才匮乏,等等。针对这些问题我们的具体策略是:一要发挥政府主导作用,促进乡镇卫生院自身发展;二要建立科学的乡镇卫生人才考核体系,充分发挥激励措施在人力资源管理中的作用;三要优化卫生专业结构,强化岗位培训和继续教育;四要注重人力资源管理理念,建立适应卫生系统的人力资源管理新体系。
[Abstract]:In a country's health system, at least three kinds of resources (financial, material and human) are essential to the health industry's operation. Compared with other health resources, health human resources are of decisive significance. The health technicians of township health centers are the main carriers of rural health work. Responsible for preventive health services and technical guidance for village doctors in the region as an important component of the national public health system and the hub of the rural health service network. The overall quality and ability of health human resources has an important impact on the effective development of rural health work. The shortage of staff in township health centers seriously restricts the sustainable development of rural health services. However, under the existing human resource condition, how to allocate it reasonably and scientifically is the most important one, which is very important to alleviate the "difficulty" for rural residents to see a doctor caused by insufficient allocation of health human resources in rural areas. "expensive to see a doctor" and other issues, to promote the healthy and stable development of rural health services play a positive role. Firstly, this article through the consultation and collection of human resources allocation of the township health center in Taixing city literature. Make the theoretical preparation before the investigation; Then in all kinds of databases, learn and refer to the reform, development and influencing factors of township health centers. Search on the national and some provinces and cities on the allocation of human resources in township health centers related articles to sort out; Finally, in recent years, the statistical data of the medical staff of the township health center in Taixing City were collected and sorted out, and combined with the author's own field interviews, the construction of the talent team in the hospital was combed and analyzed. Summarize the existing problems, analyze the reasons behind the problems, and then put forward the corresponding countermeasures and suggestions. At present, the main problems in the human resources of the township health center in Taixing City are the shortage of the total number of health personnel, the aging of the age structure of the health personnel, the imbalance of the professional structure, the low educational background structure and the lack of senior talents. In view of these problems, our specific strategies are as follows: first, the government should play a leading role to promote the development of township health centers; Secondly, it is necessary to establish a scientific assessment system of township health personnel and give full play to the role of incentive measures in human resource management; Third, we should optimize the health professional structure, strengthen the post training and continuing education; Fourth, pay attention to the concept of human resource management and establish a new system of human resource management adapted to the health system.
