我国社区养老及政府责任研究

【摘要】：人口老龄化是一个全球都要面对且不可逆转的现实问题,伴随着这一进程的到来,经济社会的方方面面必将受到人口老龄化的深刻影响,对我国而言,目前人口老龄化程度日益加深,速度日益加快。并且伴随着少子化现象的出现,我国政府的面临的养老压力剧增。人口老龄化时期与社会转型期、全面建成小康社会的关键时期处于同一时期,叠加产生的问题更多。面对巨大的养老压力和社会负担,如何养老成为政府解决社会问题的当务之急。本文研究主要分为六个部分本文研究主要内容分为6个部分,第一部分引言,主要阐述了本文的选题背景、研究意义以及本文的相关文献综述;第二部分为本文的研究方法与理论基础,主要介绍了社会保障理论、公共服务理论、公共政策理论、政府责任理论、社区养老服务功能理论,利用相关工具做好理论基础;第三部分为我国社区养老的现状与存在问题,通过网上查阅和相关文献资料的整理归纳,重点总结、阐述了我国社区养老政策演进历程和现阶段我国社区养老服务发展现状;第四部分为分享英国、美国、日本社区养老的先进经验,通过对它们的借鉴学习,提出我国社区养老可借鉴之处;第五部分完善我国社区养老的对策建议,主要提出了完善法律政策;加强政府责任;人力资源队伍建设,加强社区网络建设等不同角度的意见和建议。
[Abstract]:Population aging is a global and irreversible reality problem. With the coming of this process, all aspects of economy and society will be deeply affected by population aging. At present, the aging degree of the population is deepening day by day, the speed is speeding up day by day. And with the appearance of the phenomenon of minority children, the pressure on our government to provide for the aged has increased sharply. The key period of building a well-off society in an all-round way is in the same period, and the superposition produces more problems. This paper is divided into six parts: the main content of this paper is divided into six parts, the first part of the introduction, mainly describes the background of this topic. The second part is the research method and theoretical basis of this paper, mainly introduces the social security theory, the public service theory, the public policy theory, the government responsibility theory, The third part is the status quo and existing problems of the community old-age care in our country. This paper expounds the evolution course of the community pension policy and the present situation of the development of the community old-age service in our country. 4th part is to share the advanced experiences of the British, American and Japanese community pension, and learn from them by learning from them. Put forward the community pension in China can be used for reference; 5th part of the improvement of our community pension countermeasures and suggestions, mainly put forward to improve the legal policy, strengthen government responsibility, human resources team construction, Strengthen the community network construction and other different perspectives of the views and suggestions.
