河北省T事业单位人事制度改革研究

【摘要】:事业单位是我国特有的概念,以政府职能、公益服务为主要宗旨,履行管理和服务职能。事业单位主要分布在科学、教育、文化、卫生等领域,是我国各类高素质人才的主要集中地。随着经济和社会的不断发展,为了更好地履行职能,事业单位也进行了一系列的改革。事业单位人事制度改革是事业单位整体改革的核心和关键,对建设高素质、社会化的专业技术人员队伍,推动经济发展和社会全面进步都具有十分重要的意义。但是,就目前来看,事业单位人事制度的改革进程还相对滞后,现有的人事制度还不能完全适应社会主义市场经济体制,已经严重阻碍了事业单位的发展。所以,加快推进事业单位人事改革,建立起符合各类事业单位特点的人事管理制度是当前一项重要而紧迫的任务。本文以河北省T单位为例,分为五部分对事业单位人事制度中存在的问题进行了分析,并提出相应的对策。第一部分主要介绍了本文选题的背景、意义,并对使用的研究方法和研究思路进行了阐述;第二部分主要介绍了事业单位人事制度的相关基本概念和人力资源管理理论以及激励理论;第三部分从岗位设置、编外人员管理、人才政策和绩效管理四方面具体分析了T事业单位现行人事制度;第四部分主要介绍了T事业单位人事制度中存在的主要问题;第五部分针对T事业单位人事制度的现存问题,提出科学岗位设置、规范编外人员管理、完善人才机制和绩效管理的改革对策。
[Abstract]:Institutions are a unique concept in our country, with government functions, public welfare services as the main purpose, performing management and service functions. Institutions are mainly distributed in the fields of science, education, culture, health, etc. Is the main concentration of all kinds of high-quality talents in our country. With the continuous development of economy and society, in order to better perform its functions, Institutions have also carried out a series of reforms. The reform of the personnel system of institutions is the core and key to the overall reform of institutions. It is of great significance to promote economic development and overall social progress. However, at present, the reform process of the personnel system in public institutions is relatively lagging behind, and the existing personnel system cannot fully adapt to the socialist market economic system. It has seriously hindered the development of public institutions. Therefore, it is an important and urgent task to speed up the personnel reform of public institutions and establish personnel management systems that accord with the characteristics of various institutions. This paper takes T units in Hebei Province as an example. It is divided into five parts to analyze the problems existing in the personnel system of institutions and put forward the corresponding countermeasures. The first part mainly introduces the background and significance of this topic and expounds the research methods and research ideas used in this paper. The second part mainly introduces the basic concepts of personnel system of institutions and the theory of human resource management and incentive theory. The personnel policy and performance management of T institutions are analyzed in four aspects: part 4th mainly introduces the main problems existing in the personnel system of T institutions, and part 5th focuses on the existing problems in the personnel system of T institutions. The reform countermeasures of scientific post setting, standardizing the management of non-staff personnel, perfecting talent mechanism and performance management are put forward.
