新常态下职业教育供给侧改革的迫切要求及路向选择

【摘要】：在经济步入新常态的背景下,深化职业教育供给侧改革,提升我国人力资源资本的积累水平、服务于经济社会转型发展,是职业教育改革的题中之义。为了更好地适应新常态、把握新常态、引领新常态,职业教育必须做好"形态转型""方向转型"和"过程转型",以提升职业教育供给质量和效率。推动职业教育供给侧改革,应准确把握经济社会的需求方向,实现职业技能人才的精准培养;丰富职业教育供给结构,实现精准供给;扩大市场准入,构建多元化的供给机制;以教育均衡发展为主线,优化职业教育供给的区域布局;消除层次壁垒,打通职业教育供给的发展通道。
[Abstract]:Under the background of the economy entering the new normal, deepening the supply-side reform of vocational education, improving the accumulation level of human resources capital, serving the economic and social transformation and development, is the meaning of the vocational education reform in order to better adapt to the new normal. To grasp the new normal and lead the new normal, vocational education must do a good job of "form transformation", "direction transformation" and "process transformation" in order to improve the quality and efficiency of vocational education supply and promote the supply-side reform of vocational education. We should accurately grasp the direction of economic and social demand, realize the precise training of vocational skilled personnel, enrich the supply structure of vocational education, realize accurate supply, expand market access, construct a diversified supply mechanism, and take the balanced development of education as the main line. To optimize the regional distribution of vocational education supply, to eliminate the hierarchical barriers, and to open the development channels of vocational education supply.
