我国社会福利机构的能力建设:个案、反思与政策优化——以儿童福利院为例

【摘要】：为了分析社会福利机构能力建设的现状、问题与建设方向,本文选取了儿童福利院为研究对象,基于克里斯滕森-盖兹利能力建设框架的基础上,通过对北京市、天津市、南京市儿童福利院能力建设的个案进行分析,文章认为在我国社会福利机构由"补缺型"向"普惠型"转型过程中,在能力建设主动性、系统性、力度等方面都应该重新审视,在比较了其他国家和地区儿童福利机构能力建设历程与成就的基础上,从法律体系、财政来源与管理、人力资源、基础设施等方面建构了社会福利机构能力建设的政策路径。
[Abstract]:In order to analyze the present situation, problems and construction direction of the social welfare institution, this paper selects the children welfare institution as the research object, based on the framework of Christensen-Gatesley capacity-building, through the Beijing, Tianjin, Based on the analysis of the case study on the capacity building of Nanjing Children's Welfare Home, the article holds that in the process of the transformation of social welfare institutions from "filling up the deficiency" to "inclusive", the initiative, systematization and intensity of capacity-building should be re-examined. On the basis of comparing the process and achievements of the capacity-building of child welfare institutions in other countries and regions, this paper constructs the policy path of the capacity-building of social welfare institutions from the aspects of legal system, financial sources and management, human resources, infrastructure and so on.
