烟台开发区国有资产管理公司发展战略研究

【摘要】：2014年,新《预算法》及《国务院关于加强地方政府性债务管理的意见》的出台,对融资平台的政府融资的职能进行剥离,失去主要职责功能的融资平台该如何转型发展成为了每个融资平台公司要考虑的首要问题。本文结合了战略管理的相关理论知识,并以烟台开发区国有资产管理公司为研究对象,对公司发展战略进行了研究。公司是烟台开发区最大的融资平台,公司及下辖子公司涉及安置房建设开发、基础设施建设、房产物业管理、保税港区管理、造船等行业领域,各领域板块主要为充实母公司资产及现金流而无偿划入,以求做大公司规模,使公司可以运用各子公司的资源提高为政府项目筹集资金的能力,在管理上各板块之间相互独立,管理松散、关联度较小,未形成真正意义上的集团公司体系,公司政府融资平台特征比较明显,在新政下同样面临着如何转型的困扰。本文首先介绍了公司概况,并对内外部环境两个方面进行了分析,内部环境介绍了公司的法人治理结构、组织结构、运营状况及财务状况等;外部环境介绍了公司宏观环境、区域环境、主要板块的行业情况。其次,运用SWOT分析法进行矩阵分析,明确了公司应把握机会发挥自身优势的基本策略,战略目标定位于成为区域性城市发展配套服务商,制定并选择了公司应先着力发展主业,进而实施同心多元化逐渐发展为城市配套服务商的总体战略,再分解制定各个板块的业务战略及战略发展各个阶段的步骤。最后,为公司的战略实施提出了建议,主要从政府支持、组织结构、资源重组、融资保障、人力资源、风险防控、企业文化、品牌建设等方面提出措施以保障战略的最终落地。
[Abstract]:In 2014, the new Budget Law and the State Council's opinions on strengthening Local Government debt Management were issued, which stripped off the government financing function of the financing platform. How to transform and develop the financing platform without its main function has become the most important issue to be considered by every financing platform company. The company is the largest financing platform in Yantai Development Zone. The company and its subsidiaries are involved in the construction and development of resettlement houses and infrastructure. Real estate property management, bonded port area management, shipbuilding and other industries, all sectors are mainly to enrich the assets and cash flow of the parent company and free of charge, in order to grow the size of the company, So that the company can use the resources of its subsidiaries to improve the ability to raise funds for government projects, in the management of the various plates independent of each other, loose management, less related degree, did not form a real sense of the group company system, The characteristics of corporate government financing platform are obvious. Under the new policy, it is also facing the problem of how to transform. This paper first introduces the general situation of the company, and analyzes the internal and external environment. The internal environment introduces the corporate governance structure, organizational structure, operation status and financial situation of the company. The external environment introduces the macro environment, the regional environment, and the industry situation of the main sectors. By using the SWOT analysis method to analyze the matrix, it is clear that the company should grasp the opportunity to give play to its own advantages, the strategic goal is to become a regional urban development supporting service provider, and the company should focus on the development of the main industry. Then implement the overall strategy of concentric diversification and gradually develop into the city supporting service provider, and then decompose the business strategy of each plate and the steps of each stage of strategic development. Finally, put forward some suggestions for the implementation of the company's strategy. Mainly from the government support, organizational structure, resource reorganization, financing security, human resources, risk prevention and control, corporate culture, brand building and other aspects of measures to ensure the final landing of the strategy.
