论精神残疾患者医疗保障的外部效应及政府责任

【摘要】：文章分析了精神残疾和医疗保障的外部效应,并对政府在精神残疾患者医疗保障中的责任进行重新审视。明确了目前政府在精神残疾患者医疗保障制度设计上存在缺陷,精神卫生财政保障不足,精神卫生人力资源匮乏,影响精神残疾患者精神卫生服务需求的满足。建议政府通过优化医疗保障制度设计,加大精神卫生的财政投入,加强精神卫生人力资源的培养等措施,遏制精神残疾负外部效应的发生。
[Abstract]:This paper analyzes the external effects of mental disability and medical security, and reexamines the responsibility of the government in the medical security for patients with mental disability. The inadequate financial security of mental health and the shortage of human resources for mental health affect the satisfaction of the needs of mental health services for patients with mental disabilities. It is suggested that the government should increase the financial investment in mental health by optimizing the design of the medical security system. Strengthen the cultivation of mental health human resources and other measures to curb the occurrence of negative external effects of mental disability.
